The City of Columbia City In Columbia County on the Columbia River STREET COMMITTEE MINUTES FEBRUARY 28, 2013 MEETING City Hall, 1840 Second Street, Columbia City 6:00 p.m. Attendees: Casey Wheeler, Chair Dave Jensen, Committee Member Jeff Peterson, Committee Member Leahnette Rivers, City Administrator/Recorder Chairman Wheeler called the meeting to order at 5:55 p.m. Street Survey Results: Signage: The Committee discussed the extremely poor condition of many of the stop signs, street name signs, and other signs throughout the City. Jeff said the Public Works Crew can recover the signs at his shop for approximately 1/3 of the price of purchasing new signs. Committee Members noted that many of the stop signs are faded and have little to no reflectivity left, and many of the street sign names are unreadable. The lack of proper street name signage can be of significant concern for emergency responders, and the faded and/or non-reflective stop signs are a possible safety risk. Jeff said 2009 regulations require a certain level of retro-reflectivity for each type of sign. He said the regulations provided agencies with 10 years to implement the requirements. He said street name signs on local streets must have at least 4” tall white lettering on top of a green background, and upper and lower case letters must be used. He said to accommodate the lettering, a 6” tall sign plate should be used. He recommended using a white border for added visibility. Since most of our street name sign plates are not tall enough, we’ll need to replace them rather than recover them. Jeff said if we order a larger quantity all at once, we may be able to get a discount. Jeff strongly recommended the City order HIP signs vs. engineering grade signs. He said they are more expensive, but they are more reflective and have a longer life expectancy. Jeff noted that ODOT is responsible for all of the street signs along the Highway ROW - at Pacific, “A”, “E”, “G” and “I” Streets - just send them a note and they’ll make any necessary replacements - this includes the street name signs, stop signs, etc. Casey offered to prepare a detailed inventory of the street name signs that are most in need of immediate replacement. He will also make a detailed listing of the other sign plates that are in need of immediate recovering. Meanwhile, public works can utilize the information contained on the recent survey to target needed sign replacements. Street surface: Committee Members were pleased to note that while some of the streets were rated as “poor”, none of them were ranked “bad”. It was the consensus of the Committee that the City invest $25,000-$30,000 in crack seal work for pavement preservation purposes before the end of June. Dave noted that some bad asphalt was used on Fifth Street between “A” and Pacific Streets. He said it should be protected with seal slurry to preserve it - the water is soaking right into the pavement instead of running off like it should. It was the consensus of the Committee that a cost estimate to seal coat that section of Fifth Street be obtained, and that pavement preservation effort be completed during the 2013-14 budget year. Jeff said Troy Tindall does that type of work and lives in Columbia City. Casey offered to contact Troy Tindall for a cost estimate to be used for budgeting purposes. Updates for draft 5-Year Capital Improvement Plan The Committee reviewed the current 5-Year Capital Improvement Plan and agreed that all of the projects should remain the same and be moved out one year. SCA Project for 2014 It was the consensus of the Committee that “L” Street be submitted again for the SCA Grant.
