Anhydrous Ammonia - continued discussion regarding emergency response
issues and next steps: On behalf of the Mayor and City Council, Rivers thanked
Clark for his very prompt response to the Mayor’s recent letter. She also thanked
Lorne and Gregg for attending tonight’s meeting on such short notice.
Vice-Chair Niles led a discussion addressing each of the bullet point items
contained in the letter and reviewing Lorne’s response. It was noted that Lorne
and Gregg have met with Chief Tappan and Chief Youngberg to begin discussions
and develop a plan to improve communications during a release. Future
meetings will include Chief McGlothlin, who has decision making authority for
evacuation activities within Columbia City. Discussion took place regarding the
practicality of a siren warning system at the Dyno Nobel plan in contrast with better
education and participation by local citizens in the CAN System. Discussion also
took place regarding future efforts to better educate the citizens of Columbia City
about shelter-in-place and emergency management concerns. A tentative idea of

an “Emergency Management Fair” was proposed for future discussion. Chief
McGlothlin will present ideas for a multi-disciplined approach for this event at the
April 2013 planning group meeting.
Discussion took place in order to plan the biannual review of the Columbia City
Emergency Operations Plan. Planning group concurred that this activity will
commence at the July 2013 planning group meeting.
Discussion took place in order to plan the annual review and update of the Hazard
Mitigation Plan, Goals, Action Items, and Mitigation Action Plan Matrix. Planning
group concurred that this activity will be conducted in the May/June 2013 planning
group meetings.
The planning group agreed to set group meetings for the 1 st Monday of each
calendar month with a start time of 6:00 pm.
