CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON
AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Cheryl A. Young called the regular meeting to order at 6:00 p.m. Harold Olsen
delivered the invocation and Mayor Young led the flag salute.

COUNCIL MEMBERS ABSENT:

ATTORNEY PRESENT:
Harold Olsen, City Attorney
ABSENT:
Leahnette Rivers, City Administrator/Recorder
(Attending to her duties as a prospective grandmother, thereby proving that she is older
than she admits.)
A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS:
There were no public hearings.
POLICE REPORT:
Police Chief McGlothlin reported that an oral board was held for the 6 remaining
candidates for the City Police Officer position. After the oral board, the list of candidates
was reduced to 3 persons. A final selection will be made on May 8, 2013. The Chief was
then excused over the objection of Attorney Olsen who claimed that removal of the Chief’s
ample physic left the attorney with no buffer between him and the audience – a frightening
circumstance.

MAYOR’S INTRODUCTION:
Mayor Young introduced Cynthia (Cindy) Phillips, whose name appeared on the Consent
Agenda, as the Mayor’s prospective appointee for the Municipal Judge position.
AGENDA ITEM 3 CITIZEN INPUT:
Although a few citizens were present, they offered no input.
AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Councilor Fitzgibbons reported that the discussions with the
Port of St. Helens for a dog park were progressing. Also the U.S. Flag on Hwy 30 had been
installed. Finally, the work on the Veterans Memorial Park was progressing.
4.2 Water Source and Development Committee: Micah Rogers reported that the
design phase of the water works project was underway.
4.3 Street Committee: No report.
4.4 Sewer Committee: No report.
4.5 Audit Committee: No report.
4.6 Hazard Mitigation Planning Group: Councilor Wheeler reported that a meeting
was scheduled for May 6, 2013.
4.7 Other Reports: Superintendent Rogers reported that the Public Works
Department has hired some seasonal help. Attorney Olsen reported on his recent trips to
Hawaii, LaPine and the Oregon Coast. Councilman Wheeler then made some comments
directed to the attorney, which will not be repeated in these minutes.
AGENDA ITEM 5 CONSENT AGENDA:
5.1 Appointment of Cynthia L. Phillips as Municipal Judge.
5.2 Activities report from the City Administrator/Recorder.
MOVED (MARSON), SECONDED (WHEELER), AND CARRIED UNANIMOUSLY BY
ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUSINESS:
There was no unfinished business.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Authorization to sign a Point Source Project Application for a loan under the
Clean Water State Revolving Fund Program for a Sewer Improvement Project.
MOVED (WHEELER), SECONDED (FITZGIBBONS) AND CARRIED UNANIMOUSLY TO
AUTHORIZE THE MAYOR AND/OR CITY ADMINISTRATOR TO SIGN THE LOAN
APPLICATION.

7.2 First reading of Council Bill No. 13-662: An Ordinance amending Ordinance
No. 504 which regulates vehicular and pedestrian traffic and provides penalties for
violation thereof.
There being no objection, the Mayor read the proposed Ordinance by title only. A brief
discussion then occurred relating to the tongues of trailers and the permit for exceptions to
the Ordinance requirements, but no changes were made to the Ordinance.
7.3 First reading of Council Bill No. 13-672: An Ordinance declaring the City’s
election to receive State Revenues.
There being no objection, Mayor Young read the proposed Ordinance by title only. There
were no further comments.
7.4. Council Bill No. 13-673: A Resolution authorizing a transfer of appropriations
within the Water Fund during the fiscal year beginning July 1, 2012.
MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-673.
7.5 Authorization to sign a Release of a lien against property described as Tax
Account No. 5121-000-00431, located at 300 “A” Street, Columbia City, Oregon,
under the ownership of Khan Real Estate Holdings LLC.
MOVED (MARSON), SECONDED (FITZBIGGONS) AND CARRIED UNANIMOUSLY TO
AUTHORIZE SIGNATURE TO THE RELEASE OF LIEN.
7.6 Request for Council authorization to abate weeds on property located at
1725 First Street, 1735 First Street, and the north of 300 “A” Street under the
ownership of Wayne Weigandt, further described as tax lots, 5128-AD-05700, 5218-
AD-05800, and 5121-000-00430: The nuisance had been abated, no action was taken.
7.7 Review proposals received for the Veterans Memorial Monument. After the
proposals were reviewed by the City Council, the Jason L. Jones proposal was
deemed best.
MOVED (FITZGIBBONS), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO
SELECT THE JASON L. JONES PROPOSAL.
7.8 Recommendation to award contract for the Veterans Memorial Monument to
Jason L. Jones, DBA Jones Sculpture Studio.
MOVED (FITZGIBBONS), SECONDED (MARSON) AND CARRIED UNANIMOUSLY
THAT THE CONTRACT FOR THE VETERANS MEMORIAL MONUMENT BE AWARDED
TO JASON L. JONES, DBA JONES SCULPTURE STUDIO.
AGENDA ITEM 8 OTHER BUSINESS:
No further business was conducted.
AGENDA ITEM 9 ADJOURNMENT:
The Mayor adjourned the meeting at 6:28 p.m., which, unfortunately, was not a new record
for the shortest Council Meeting. Thereafter, the Council Chambers were filled with a lot of
meaningless chatter about nothing of significance before the doors were locked and
everyone was sent home.
