The City of Columbia City In Columbia County on the Columbia River Hazard Mitigation Planning Group Meeting Minutes – May 6, 2013 - 6:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Kelly Niles, Vice-Team Leader Leahnette Rivers, City Administrator Casey Wheeler, City Council Member Gary Hudson Michael McGlothlin, Chief of Police Micah Rogers, Public Works Superintendent Anne Parrot, Emergency Preparedness Coordinator, Public Health Foundation of Columbia County Lorne Clark, Plant Manager, Dyno Nobel M. Gregg Bailey, Sr. Health & Safety Representative, Dyno Nobel Ron Youngberg, CRF&R Guest: Sue Gutenberger, Columbia 911 Center Operations Manager Meeting called to order at 6:04 pm Topics: Continued discussion regarding emergency response issues: Lorne Clark and Gregg Bailey led the discussion regarding this topic as to its involvement with the Dyno Nobel Plant. Dyno Nobel ICP was distributed April 1, 2013 and their staff met with CRF&R personnel on April 15, 2013. Coordination was also undertaken with the Columbia County Emergency Management Office. Zoning and mapping work in regards to CAN capability conducted. Discussion took place in regards to a CAN System update. Sue Gutenberger led the discussion regarding CAN System capabilities, limitations, and 1 recommendations. Notification procedures for Columbia City staff and response personnel were also discussed. Further discussion in regards to citizen registration for the CAN System, pre-planned messaging, and system test messaging also took place with plans to continue outreach through City resources and processes, as well as the planned Fall 2013 Emergency Management Fair. Continued discussion took place in order to review plans for the proposed Columbia City “Emergency Management Fair”. Chief McGlothlin received team member input in regards to topics and ideas as scheduled from last meeting. Chief McGlothlin will review submitted materials, outline general plans, and coordinate for team member assignments at June 2013 team meeting Planned start of annual review and update of the Hazard Mitigation Plan, Goals, Action Items, and Mitigation Action Plan Matrix was tabled until June 2013 team meeting. The planning group moved next team meeting to Monday June 10, 2013. Meeting adjourned at 7:15 p.m. 2
