The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES AUGUST 27, 2013 - 6:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Shannon Fitzgibbons, Chair Sheila Bauer, Committee Member Nell Harrison, Committee Member Stan Hopkins, Committee Member Larry Preston, Committee Member Theodore (Ted) Burns, Committee Member Monica Burns, Committee Member (arrived 7:12 p.m.) Dave Nelson, VFW Quartermaster Leahnette Rivers, City Administrator/Recorder Sally Ann Marson, City Council Member Veterans Memorial Park: Leahnette said members were very pleased with Jason Jones’ progress on the monument during their August 7 sculpture studio visit. Leahnette said he had roughed in the six veteran profiles that will represent each branch of the service, and Larry said he had drilled through about 3 or 4 feet of the rock. Leahnette said a final sculpture studio visit has been scheduled for Thursday, September 5 th at noon. She said this will be the Committee’s last opportunity to provide input about the monument before it is finished. She said Jason plans to complete the foundation work for the monument between September 6 and 13, and plans to install the monument between September 15 and 20. Leahnette said the Public Works crew has dumped over 30 loads of soil along the bank around the picnic area. She said they still need to add about 4 loads to the area around the monument, and they plan to finish that this week or early next week. The Committee reviewed and discussed the preliminary site plan Larry prepared dated August 6 at length. It was noted that the new upper-level picnic area will be ADA accessible. Members agreed that veteran memorial bricks will be placed on the wall, and sponsor bricks will be placed on the back seats of the benches within the park. Members commended Larry for his work on the site plan. Leahnette said the Public Works crew, with the assistance of the Columbia County Community Corrections Crew, will be installing the water service, designing and installing an irrigation system, and installing the conduit for the power. Leahnette will contact the CRPUD to order the power for the site. Leahnette discussed Highway 30 access issues with the Committee at length. Committee Members will consider alternative access options to the site during their next site visit. David said he will contact Jayson Hester, VFW Commander, to see if he can get the National Guard’s construction crew to complete the necessary improvements within the park (build the wall, picnic tables and benches, install the flag pole, etc.) Dog Park: Members reviewed the results of the chain link fencing material quotes as follows: West-Meyer Fence $4,958.00 Superior Fence & Construction $5,867.00 Rick’s Custom Fencing & Decking $8,485.99 Sheila recommended we obtain a quote from Lowe’s Home Improvements. Leahnette said the Corrections Crew plans to start work on the dog park fencing installation next week. MOVED (MARSON), SECONDED (HOPKINS) AND CARRIED UNANIMOUSLY THAT A QUOTE BE OBTAINED FROM LOWES, AND LEAHNETTE MAKE THE PURCHASE BASED UPON THE LOWEST QUOTE RECEIVED. Datis Park: Members were very pleased with the historical photos recently shared by Mark Stevens. Members selected one of the photos of the Datis ship, which was built in Columbia City, to be transferred onto a sign to put in Datis Park. Leahnette will get a cost estimate. Sheila wondered if the photos could be placed on a disc and sold as a fund raising effort. McBride Creek Trail System: Stan has roughed in the first leg of the trail with some assistance from the Corrections Crew and several volunteers, and is anxious to give Committee Members a tour.
