AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the
invocation and led the flag salute.

AGENDA ITEM 2 PUBLIC HEARINGS:

AGENDA ITEM 3 CITIZEN INPUT:

AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair Fitzgibbons said the Parks Committee is making
progress on the Veterans Memorial, the McBride Creek Trail, and the off-leash Dog Park.
4.2 Water and Sewer Committee: Micah said the well is performing nicely, and the
crew will be repairing a water leak next week.
4.3 Street Committee: No report.
4.4 Audit Committee: No report.
4.5 Hazard Mitigation Planning Group: Team Member Wheeler said the Hazard
Mitigation Team will meet on Monday, September 9, 2013 at 6 p.m.

AGENDA ITEM 5 CONSENT AGENDA:
5.1 Bills paid with check numbers 17464 through 17523 during the month of
August 2013.
5.2 Activities report from the City Administrator/Recorder.
MOVED (FITZGIBBONS), SECONDED (WHEELER), AND CARRIED UNANIMOUSLY BY
ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUSINESS:
6.1 Council Bill No. 13-688; Resolution No. 13-1094-R: A Resolution setting a
date for a public hearing pertaining to the proposed vacation of “I” Street between
Fifth Street and the Fifth Place Alley.
MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-688.
AGENDA ITEM 7 NEW BUSINESS:
7.1 HRA VEBA Employer Adoption Agreement: HRA VEBA Employer Adoption
Agreement between the City of Columbia City and VEBA Service Group.
MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO
AUTHORIZE SIGNATURE TO THE HRA VEBA EMPLOYER ADOPTION AGREEMENT.
7.2 Council Bill No. 13-691; Resolution No. 13-1095-R: A Resolution adopting
amendments to the City of Columbia City Personnel Policies and Procedures Manual
dated April 18, 2002.
MOVED (MARSON), SECONDED (WHEELER) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-691.
7.3 Council Bill No. 13-692; Resolution No. 13-1096-R: A Resolution to appoint
an Enterprise Zone Manager for the South Columbia County Enterprise Zone.
Chuck Daughtry, CCET Executive Director, introduced himself of the Mayor, Council, and
audience and offered to answer questions if any come up.
MOVED (WHEELER), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-692.
7.4 Enterprise Zone Application: Oregon Enterprise Zone Authorization
Application from Cascades Tissue Group- Oregon, a division of Cascades Holding
US Inc. (Cascades).
The Mayor and Council reviewed the Enterprise Zone Application from Cascades
requesting enterprise zone benefits for a period of five years, which outlined a plan to
invest more than $29 million in expanding their manufacturing operations and increase
their employment from 52 jobs to 81 jobs.
7.5 Council Bill No. 13-693; Resolution No. 13-1097-R: A Resolution authorizing
Cascades Tissue Group - Oregon, a Division of Cascades Holdings US Inc.
(Cascades) extended enterprise zone benefits for a fourth and fifth year in the South
Columbia County Enterprise Zone.

MOVED (WHEELER), SECONDED (FITZGIBBONS) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-693.
7.6 Council Bill No. 13-694; Resolution No. 13-1098-R: A Resolution adopting
hourly bill rates for public works equipment and crew for the City of Columbia City,
Oregon; rescinding Resolution No. 11-1006-R.
MOVED (WHEELER), SECONDED (FITZGIBBONS) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 13-694.
AGENDA ITEM 8 OTHER BUSINESS:
Public Works Update: Micah said his crew has been busy transporting dirt from the
public works yard to the Veterans Memorial Park for site preparation work. He reported on
a recent power outage that impacted Sixth, Seventh, Eighth and Ninth Streets between “I”
and “K” Streets.
Police Update: Leahnette said the Oregon State Police have been conducting active
shooter training sessions at the Columbia City Grade School building, and Chief McGlothlin
is currently attending a DPSST Training Conference in Salem.
US Post Office: Councilor Wheeler said he’ll be serving as the back-up Post Master in
Columbia City.
