City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, JUNE 19, 2014 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Cheryl A. Young called the meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To gather testimony about a proposal to adjust water and sewer rates. It is anticipated that the new rates will generate additional revenue equal to 3%. Public Hearing opened. No comments were heard from the public. Public Hearing closed. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: No report. 2 - Regular City Council Meeting June 19, 2014 4.3 Streets Committee: Chair Preston suggested a Streets Committee Meeting be scheduled after the first of the fiscal year. Council Members discussed the SCA Grant Program with staff. 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: Councilor Preston said he’ll be overseeing Open Gym nights at the Community Hall during the month of July from 4:00 to 7:00 p.m. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting of May 15, 2014. 5.2 Minutes of the Regular City Council Meeting of June 5, 2014. 5.3 Financial Report for the month ending May 31, 2014. 5.4 Activities report for the month of May April 2014 from the Public Works Superintendent. It was noted that the Public Works Activities Report covered the month of May rather than April. MOVED (PRESTON) AND SECONDED (MARSON) TO APPROVE THE CONSENT AS CORRECTED. AGENDA ITEM 7 NEW BUSINESS: 7.1 Weed Abatement Request: Request for Council authorization to abate weeds on the following properties:  Chimes Crest Road, Tax Lot 5128-DB-03100, Owner: Cameron and Brett Byrd;  Chimes Crest Road, Tax Lot 5128-DO-01600, Owner: Mark Melchert;  1945 Fifth Street, Tax Lot 5128-AC-0208, Owner: Leroy Ellis Sr., Revocable Trust. MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE THE ABATEMENT OF WEEDS AS REQUESTED. 7.2 Canvass of Votes: Official canvass of votes cast at the Primary Election held within the City of Columbia City, Oregon, on Tuesday, May 20, 2014. MOVED (MARSON), SECONDED (PRESTON) AND CARRIED UNANIMOUSLY TO APPROVE THE CANVASS OF VOTES. 7.3 Amendment to Community Corrections Work Crew Agreement: Amendment 1 to Intergovernmental Agreement between Columbia County, Oregon, and City of Columbia City, Oregon, for the provision of supervised Community Corrections work crews. MOVED (PRESTON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT. 7.4 NW Kodiak Change Order No. 5: NW Kodiak Change Order No. 5 in the amount of $1,644.79. MOVED (PRESTON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 5. 3 - Regular City Council Meeting June 19, 2014 7.5 Council Bill No. 14-725; Resolution No. 14-1121-R: A Resolution extending the City of Columbia City’s Workers’ Compensation Coverage to volunteers of the City of Columbia City, Oregon, during the fiscal year 2014-15. MOVED (MARSON), SECONDED (PRESTON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-725. 7.6 Council Bill No. 14-726; Resolution No. 14-1122-R: A Resolution setting rates to be charged by Environmental Waste Systems, Inc./Hudson Garbage Service for collecting and disposing of solid waste, recycling materials, and yard debris within the City of Columbia City, Oregon, effective July 1, 2014. MOVED (MARSON), SECONDED (PRESTON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-726. 7.7 Council Bill No. 14-727; Resolution No. 14-1123-R: A Resolution authorizing application under the Special City Allotment Program. MOVED (PRESTON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-727. 7.8 Council Bill No. 14-728; Resolution No. 14-1124-R: A Resolution providing for water rates and charges for the City of Columbia City, Oregon; rescinding Resolution No. 13-1087-R. MOVED (MARSON), SECONDED (PRESTON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-728. 7.9 Council Bill No. 14-729; Resolution No. 14-1125-R: A Resolution adopting sewer charges and rates for the City of Columbia City in accordance with Ordinance No. 470; rescinding Resolution No. 14-1118-R. MOVED (MARSON), SECONDED (PRESTON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 14-729. AGENDA ITEM 8 OTHER BUSINESS: Community Hall Rental Request: The Council reviewed a request from Sally Rogers dated June 9, 2014, to change the Community Hall rental reservation date for Lovers Not Fighters Pitt Bull Rescue from August 23, 2014 to October 4, 2014. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE REQUEST.
