The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JUNE 24, 2014 - 5:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Kathleen Devlin, Committee Member Jack Hruska, Committee Member Stan Hopkins, Committee Member Tyler Joki, Columbia Soil and Water Conservation District Gary Tanner, The Rusty Cowboy Leahnette Rivers, City Administrator/Recorder McBride Creek Trail System: Tyler Joki, Resource Conservationist for Columbia Soil & Water Conservation District, spoke to the Committee about the projects they are working on within the McBride Creek corridor just upstream of the City’s trail project. He invited the City to submit an Application for Assistance to his agency, and indicated that they may be able to assist with grant applications and other resources. He said they are very excited about the City’s trail system project and the City’s interests in preserving the McBride Creek riparian area. Veterans Memorial Park:  Gary Tanner brought a park bench and picnic table for the Committee to look at. Committee Members were extremely pleased with both. Gary will double check the height of standard commercial picnic tables and make adjustments as necessary.  The RFP for Phase II monuments has been distributed. Proposals should be available for review during the next meeting.  Jason Jones plans to make some modifications to the monument this weekend. Discussed ideas for a Phase III grant application consisting of two rock monuments with plaques attached - one honoring POWs/MIAs and the other honoring Purple Heart recipients. Members were in agreement, pending input from the VFW.  Discussed adding additional plantings and bark dust along the top of the bank. Many of the original ODOT plantings have died. Kathleen suggested we maintain a red, white and blue theme. The work crew will be focusing on the maintenance of those plantings in the coming months, with ODOT paying for their time. RRR/Pixie Parks: Leahnette and Larry Preston attended the DAR Annual Luncheon Meeting, and the DAR is exceptionally pleased with Larry’s park maintenance efforts. Harvard Park: Kathleen has made a lot of progress with the morning glory removal, but she said the new shoots don’t seem to respond to her spraying efforts. Jim Bundy Memorial Park: Members noted that the weeds have been cut along the ODOT ditch, but the Scotch broom wasn’t removed. Leahnette will request removal. Kathleen has been spraying the gravel pathways. Other Business: Larry Preston will oversee a Community Hall open gym session each Monday in July from 4 to 7 pm. Leahnette met with representatives from the Division of State Lands, Port of St. Helens, and local kite boarders to discuss the kite boarder’s interests in adding sand to the beach. She said they also expressed an interest in maintaining the park, and they would like to swap out the holly hedges for a different type of plant. Leahnette suggested the church group that is looking for a 3-4 hour community work project consider the following projects: Pixie Parks and Jim Bundy Memorial Park (remove weeds, morning glory, blackberries, etc.) and blackberry removal along the McBride Creek trail system. The work party date is September 13. The next meeting will be held at noon on July 22, 2014 at the Veterans Park.
