The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JULY 22, 2014 - 5:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Nell Harrison, Acting Vice-Chair Stan Hopkins, Committee Member Shannon Fitzgibbons, Committee Member Ted Burns, Committee Member Debra Hebard, St. Helens Garden Club Larry Preston, City Council Member Leahnette Rivers, City Administrator/Recorder Veterans Memorial Park: Members discussed the following topics:  Kathleen purchased 33 red/white/blue trees/shrubs for planting along the bank of the bike path leading to the Veterans Park. ODOT no longer has a nursery and therefore has no plants to donate, but they have approved the placement of additional plantings within their right-of-way along the top of the bank.  Responses to the RFP for the Phase II Monument project were due July 15, 2014. One response was received from Jones Sculpture Studio. Members suggested staff make contact with Oregon Memorials and Astoria Granite Works to find out why they did not respond to the RFP before any further action is taken on this matter.  Members reviewed the results of the split rail fence quotes obtained by Larry, and considered Larry’s recommendation to select Rick’s Custom Fence to construct 300’ of split rail fencing using premium rails for $2,896.84. MOVED (NELL), SECONDED (DEBRA) AND CARRIED UNANIMOUSLY TO APPROVE THE RECOMMENDATION. Larry noted that the rocks along the top of the bank and the chain link fence will need to be removed in preparation for the fence installation.  The paving work for the pathways is scheduled for July 30 or 31. Members discussed a recommendation from Jason Jones to stain the base of the monument and the stone black, and the consensus was to proceed with the concrete staining. Leahnette said Jason has been working on the carvings and plans to do some additional finish work on the eyes and the equipment.  The benches and tables are nearly finished, and Gary is in the process of scheduling the power coating. RRR/Pixie Park: Members reviewed Larry’s maintenance report, and noted that Pixie Park has been cleaned up to the point that a September work party will no longer be needed. The DAR is considering a citizen recommendation for a porta-potty - the beach is attracting high attendance (50+ people) during the hot weather. McBride Creek Trail System: Leahnette will be contacting Chip Buble tomorrow afternoon to get advice about the blackberry removal. If he agrees that we should spray, we need to get it done quickly because the volunteer work party is scheduled to remove the berry bushes on September 13. Other Business: The volunteer group has selected Columbia City’s projects for the September 13 work party. They anticipate between 150 and 200 volunteers working for a period of 3 to 4 hours. Parks Committee Members came up with the following tasks for them to work on:  Blackberry removal: Datis Park bank, trail system property to the west of Sophie Park subdivision and Veterans Park.  Jim Bundy Memorial Park: Remove weeds, blackberries, ivy, morning glory and other noxious vegetation. Clean up branches and remove suckers from tree stumps.  Veterans Park: Prep for and plant the lawn and clean up the area intended for picnic tables that sits below the park  Bike Path: Dig holes for the 33 plants and shrubs along the top of the bank to the north of Pacific Street. The tentative meeting date of August 5, 2014, at 5:00 p.m. was set.
