AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Cheryl A. Young called the regular meeting to order at 6:00 p.m. Harold Olsen
delivered the invocation and Mayor Young led the flag salute.

COUNCIL MEMBERS ABSENT:

ATTORNEY PRESENT:
Harold Olsen, City Attorney
A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS:
None
AGENDA ITEM 3 CITIZEN INPUT:
Paulette Lichatowich of Columbia City offered words of commendation to the City for doing
a great job and staying true to the community vision. She said the Port of St. Helens is
conducting a feasibility study for their Columbia City site, and they recently extended their
report deadline to September 15, 2015. She said this is a terrific opportunity for the Port
and the citizens to work together during the next several months. She said that perhaps
the Port can present some draft information prior to adoption, and then present the final
report in a public forum. She said she thinks it will be very helpful for everyone to see how
we can grow economically and how citizens can participate. She said it would be
especially valuable for the public to have an opportunity to preview the document before it
is adopted.
Joe Turner of Columbia City said a candidate’s forum was held at the Elk’s Lodge and it
was very informative.
Mayor Young presented Larry Preston with a Certificate of Appreciation for his dedicated
service on the City Council from April though September 2014.

AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair Marson said a Work Party will be held in Harvard Park
at 9:00 a.m. on Saturday, October 18, 2014.
4.2 Water and Sewer Committee: Leahnette said the new pressure reducing valves
and the new pressure zones are now operational.
4.3 Street Committee: None.
4.4 Audit Committee: None.
4.5 Hazard Mitigation Planning Group: None.
4.6 Other Reports: None.
AGENDA ITEM 5 CONSENT AGENDA:
5.1 Minutes of the Regular City Council Meeting of September 18, 2014.
5.2 Financial Report for the period ending September 30, 2014.
5.3 Bills paid during the month of September, 2014, with check numbers 18255
through 18315.
5.4 Appointment of Larry G. Preston to the Budget Committee.
5.5 Activities report for the month of September from the Chief of Police.
5.6 Activities report for the month of September from the Public Works
Superintendent.
Item 5.6 was removed from the consent agenda.
MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO
APPROVE THE CONSENT AGENDA AS AMENDED.
AGENDA ITEM 6 UNFINISHED BUISNESS:
None.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Council Bill No. 14-741; Resolution 14-1133-R: A Resolution endorsing the
Columbia River Fire & Rescue (CRFR) General Obligation Bond Levy.
MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 14-741.
7.2 Council Bill No. 14-742; Ordinance No. 14-686-O: An Ordinance establishing
a tax on the sale of marijuana and marijuana products in the City of Columbia City,
Oregon; declaring an emergency.
Harold recommended the following changes to Council Bill No. 14-742:
Section II, Subsection 11 - replace “Administrator of Finance” with “Administrator.”
Section VII - replace “section 5.18.045” with “Section VIII of this ordinance.”
Section VIII - first sentence - delete the word “pursuant.”
It was the consensus of the Council to make the changes to Council Bill No. 14-742 as
recommended by Harold.

MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
DECLARE AN EMERGENCY.
MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO ADOPT
COUNCIL BILL NO. 14-742 WITH THE EMERGENCY CLAUSE.
7.3 Release of Easement: Release of Columbia City Sewage System Easement
on property located at 1550 Second Street, Columbia City, Oregon, signed by Doris
J. Bateham.
MOVED (THISTLE), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
AUTHORIZE SIGNATURE TO THE RELEASE OF EASEMENT.
7.4 Liquor License Application: Liquor License Application submitted by
Sahanand Investments, LLC, dba Columbia Groceries and Gas, located at 300 “A”
Street, Columbia City.
MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
APPROVE THE LIQUOR LICENSE APPLICATION PROVIDED THE BACKGROUND
INVESTIGATION RESULTS ARE SATISFACTORY.
AGENDA ITEM 8 OTHER BUSINESS:
Harold offered the following quote, “Don’t be afraid to try something new. Remember that
amateurs built the ark and professionals built the Titanic”, and Leahnette followed with the
following quote, “A vision without implementation is a hallucination.”
AGENDA ITEM 9 ADJOURNMENT:
There being no further business to come before the Council, the meeting adjourned 6:35
p.m.
