PLANNING COMMISSIONERS: Laurie Falk, Chair (left at 8:40 p.m.) *Denotes Commissioner absent Barbara Gordon, Vice-Chair Dennis Capik Kelly Niles Larry Preston Shelly Sandford Mark Worral STAFF: Lisa Smith, Planner Helen Johnson, Planning Administrative Assistant OTHERS: Janis Walters, St. Helens Resident Kristin Walters, Columbia City Resident MEETING TO ORDER: Laurie called the meeting to order at 7:00 p.m. PLEDGE OF ALLEGIANCE: Laurie led the pledge of allegiance. INTRODUCTION OF NEW AND RETURNING PLANNING COMMISSIONERS Shelly Sandford introduced herself to the other members of the committee. Larry Preston introduced himself as a returning member. APPROVAL OF MINUTES: IT WAS MOVED (BARBARA) AND SECONDED (MARK) TO APPROVE THE MINUTES OF THE OCTOBER 14, 2014 MEETING, AS PRESENTED. MOTION CARRIED UNANIMOUSLY. LARRY AND SHELLY ABSTAINED, AS THEY WERE NOT AT THE LAST MEETING. CITIZEN INPUT AND REQUESTS: Janis Walters, from St. Helens, introduced herself and her daughter, Kristin Walters of Columbia City. They have previously made a request to the City Council to temporarily store an RV on Kristin’s lot for a few months during the summer to allow her grandmother to stay. Janis assured it would not become a permanent residence. Lisa asked a couple of questions of the Walter’s. Lisa explained to the Walter’s that this type of request will be discussed during this evenings meeting and the process might take some time before changes are made. COLUMBIA CITY PLANNING COMMISSION PUBLIC HEARINGS AND REGULAR SESSION October 14, 2014 Page 2 PUBLIC HEARINGS: None. UNFINISHED BUSINESS: Lisa discussed and talked with Commissioners about amending the Accessory Dwelling Units chapter of the Development Code. She explained the City recently issued permits for two accessory dwelling units and during the process discovered areas of question and areas needing further clarification. Lisa reviewed the proposed amending Ordinance for accessory dwelling units with the Commissioners. Lisa and the Commissioners discussed at length the questions about the current accessory dwelling units. IT WAS MOVED (KELLY) AND SECONDED (BARBARA) TO MOVE THE ORDINANCE FORWARD WITH THE FOLLOWING CHANGES: LIMIT ADU’S TO 600 SQ FT, PROVIDE ONE ADDITIONAL PARKING SPACE, LIMIT OF 2 OCCUPANTS IN THE ADU AND RENTED FOR 30 CONSECUTIVE CALENDAR DAYS OR MORE. MOTION CARRIED UNANIMOUSLY. NEW BUSINESS: Lisa also asked the commissioners to put the November 12, 2014 date on their calendar for a meeting to discuss these issues further. ADJOURNMENT: IT WAS MOVED (BARBARA) AND SECONDED (LARRY) TO ADJOURN THE MEETING. MOTION CARRIED UNANIMOUSLY.
