AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Council President Marson called the regular meeting to order at 6:00 p.m. and led the flag
salute.

A quorum was present and due notice had been published.
AGENDA ITEM 8 OTHER BUSINESS:
Request for waiver of appeal fee: The Council considered a request for a $300.00
appeal fee waiver submitted on November 21, 2014 by Larry G. Preston with a Notice of
Appeal to the Planning Commission’s November 12, 2014 decision related to the Port of
St. Helens Meeting Room Project.
MOVED (THISTLE), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO DENY
THE REQUEST TO WAIVE THE $300.00 APPEAL FEE.

AGENDA ITEM 4 COUNCIL REPORTS:
2 - Regular City Council Meeting

4.1 Parks Committee: Member Harrison said the main discussion of the recent
meeting focused upon the final wording for the Phase II Monuments in the Veterans Park.
Leahnette said the wording for five out of six monuments was finalized, and final
adjustments are currently being made to the Coast Guard wording.
4.2 Water and Sewer Committee: Micah said the leak detection work is scheduled to
start on Monday, December 15, and should continue throughout the week, and then the
Public Works crew will focus on repairing leaks that are identified.
Leahnette said the City will be filing a claim against NW Kodiak Construction’s
performance bond because they have failed to complete the work. Micah estimated that
the project is about 90% complete.
4.3 Street Committee: Micah said the Public Works crew is working on some storm
drainage improvements, and will schedule the striping and crack sealing work when the
weather permits.
4.4 Audit Committee: Leahnette said we have received on application for the Audit
Committee, and another citizen has also expressed an interest in serving.
4.5 Hazard Mitigation Planning Group: Member Fromm said the next meeting of
the Hazard Mitigation Planning Group will be held in January 2015.
4.6 Other Reports: None.
AGENDA ITEM 5 CONSENT AGENDA:
5.1 Minutes of the Regular City Council Meeting of November 20, 2014.
5.2 Application for a Permit for a Portable Basketball Hoop in the right-of-way as
applied for by Kristie Plahn of 3620 Park Street.
MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUISNESS:
None.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Amendment to Motor Carrier Safety Assistance Program Intergovernmental
Agreement: Intergovernmental Agreement Amendment Number 01 for the Motor
Carrier Safety Assistance Program Federal Fiscal Year 2014 between the State of
Oregon, acting by and through its Department of Transportation, and the City of
Columbia City.
MOVED (FROMM), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
AUTHORIZE SIGNATURE TO THE AMENDMENT.
Chief McGlothlin noted that Officer Bubar is currently attending the certification course, and
if he successfully completes the course he will begin working additional hours under this
program until it ends in late February 2015. He said in the event that this funding
opportunity becomes available again, Officer Bubar would have the certification needed to
continue to work under the program.
7.2 Canvass of Votes: Official canvass of votes cast at the General City Election
held within the City of Columbia City, Oregon, on Tuesday, November 4, 2014.

ACCEPT THE CANVASS OF VOTES.

7.3 Council Bill No. 14-745; Resolution No. 14-1135-R: A Resolution authorizing
a transfer of appropriations within the General Fund and the Water Fund during the
fiscal year beginning July 1, 2014.
MOVED (HARRISON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 14-745.
7.4 Council Bill No. 14-746; Resolution No. 14-1136-R: A Resolution adopting
the City of Columbia City, Columbia County, Oregon Emergency Operations Plan
dated April 2014; rescinding Resolution No. 11-1024-R.
MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 14-746.
AGENDA ITEM 8 OTHER BUSINESS (continued):
Request to reschedule Community Hall Rental: The Council considered a request
dated December 4, 2014 from Genet Smiens of Columbia County Christian School to
move an all-day Community Hall rental reservation from February 21 to February 28, 2015.
MOVED (HARRISON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO
APPROVE THE REQUEST TO MOVE THE RENTAL RESERVATION FROM FEBRUARY
21 TO FEBRUARY 28, 2015.
Police update: Chief McGlothlin said the Department is coordinating the final details
associated with this year’s Shop with a Cop event.
