The City of Columbia City In Columbia County on the Columbia River Hazard Mitigation Planning Group Meeting Minutes – January 26, 2015 - 6:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Kelly Niles, ODF/Group Leader Josh Fromm, City Council Member Michael McGlothlin, Chief of Police Vincent Aarts, Columbia County Emergency Management Gary Hudson, Citizen Member Frank Hupp, Citizen Member Anne Parrott, Emergency Preparedness Coordinator, Public Health Foundation of Columbia County Cindi Turula, CCOM Ron Youngberg, CRF&R Meeting called to order at 6:01 pm Topics: Minutes approved from the August 2014 Hazard Mitigation Planning Group Meeting. Motion made by Anne Parrott, seconded by Gary Hudson, passed unanimously. Discussion and review took place regarding the Community Emergency Notification System (CENS) Scripts as provided by Anne Parrott. The examples will be incorporated, after additional source examples are gathered, and forwarded to CCOM for inclusion with City’s messaging formats. Anne Parrott said that she will reach out for additional examples from other sources of information and will forward them to Chief McGlothlin. Discussion took place regarding the development of the Columbia City Continuity 1 of Operations Plan. Chief McGlothlin is the lead on this project and asked for assistance from the team members. Vincent Aarts provided insight into the process and offered resources to assist in creating this plan. Anne Parrott also shared that the Oregon Emergency Management Office has a downloadable document which will help out in drafting a plan. Ron Youngberg provided information and insight regarding most likely instance for plan initiation, i.e. destruction of critical infrastructure. As information is gathered and the plan is drafted Chief McGlothlin will present a draft plan to the planning group for their review. Finalized plan will be forwarded to the City Council for review and further action. Other business: Vincent Aarts briefed the planning group on the status of the most recent SHSG grants and the upcoming “Cascadia Rising” functional exercise. Ron Youngberg briefed the planning group on evacuation notices as well as the “Ready, Set, Go” initiative. Anne Parrott noted the recent decline in release notices in regards to the Dyno Nobel plant. Further research with Lorne Clark will be conducted regarding this observation; seasonal fluctuation or communication blip? Meeting adjourned at 6:50 pm. 2
