The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES JANUARY 27, 2015 - 5:00 P.M. CITY HALL, 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Debra Hebard, Committee Member Ted Burns, Committee Members Leahnette Rivers, City Administrator/Recorder Kit Gardes, Citizen Veterans Memorial Park: Jason Jones is currently preparing to pour the footings for the Phase II monuments. Public Works will prepare the site for the flag pole installation work later this week. The Eagle Scout project involving the installation of conduit and the irrigation system will start February 16, 2015. Regarding the misspelled brick that was ordered, Members agreed to offer a free brick replacement provided the misspelled brick stays in place so as not to disturb the integrity of the structure. Members agreed to leave the “modified” Public Bike Path/Veterans Park sign in place as is on Mattie Street. Knife River representative suggested that widening the bike path pavement extending between Lincoln Street and the Veterans Park might cost as much as $25,000 to $35,000. Members agreed to see how this year’s event goes before any access improvements are planned. Members reviewed the proposed Memorial Day Dedication Program in detail. Members were pleased with the DAR’s offer to serve a light lunch immediately following the dedication ceremony, and were pleased with the new bronze dedication plaque. Members discussed sending invitations and getting confirmations back from program participants as soon as possible. Members plan to have the program finalized at the next meeting. Some covered seating may be needed, depending upon weather conditions. Members discussed ideas for 1 bus transportation, asking the Boy Scouts to assist with parking, and checking with the VFW to see if we can get a uniformed representative from each branch of the military to raise the service flags. Harvard Park: Members reviewed some new equipment pricing information, along with comments received from Kathleen Devlin. Leahnette will obtain additional pricing information on some other items for further discussion at the next meeting. Trestle Beach: Sally Ann recently attended a Trestle Beach Advisory Committee Meeting, and the Port plans to provide public access to Trestle Beach from within their industrial site to eliminate the hazardous parking problems along Highway 30. They also plan to provide other park amenities such as a porta-potty, signage, trail improvements, etc. Public Works Wall: Kathleen and Leahnette plan to replant the landscaping along the wall behind the Public Works shop this spring.
