CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON
AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Young called the regular meeting to order at 6:00 p.m.
COUNCIL MEMBERS PRESENT:

Councilor Josh Fromm
Councilor Nell Harrison
Councilor Sally Ann Marson
Councilor Gordon Thistle
COUNCIL MEMBERS ABSENT:
None
ALSO PRESENT:
Micah Rogers, Public Works Superintendent
Leahnette Rivers, City Administrator/Recorder
Lisa Smith, City Planner
ATTORNEY PRESENT:
None
A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS:
None.
AGENDA ITEM 3 CITIZEN INPUT:
No report.
AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair Marson said the Boy Scouts were out working on a
project in Phase II of the Veterans Park on Monday, and the Columbia County Corrections
Crew did some maintenance work in the park today.
4.2 Water and Sewer Committee: Chair Fromm said a meeting has been
scheduled. Leahnette and the City Attorney will participate in a conference call with legal
counsel for the Guarantee Company to discuss the proposed Takeover Agreement
associated with the NW Kodiak Construction contract.
4.3 Street Committee: Chair Marson said a meeting has been scheduled. The
Public Works crew has been working on storm drainage projects.

4.4 Audit Committee: Secretary Harrison said the Audit Committee recently met and
welcomed their two new members.
4.5 Hazard Mitigation Planning Group: The Group met last month and they are
preparing to participate in a large Cascadia quake exercise scheduled in 2016.
4.6 Other Reports: None.
AGENDA ITEM 5 CONSENT AGENDA:
5.1 Minutes of the Regular City Council Meeting of January 15, 2015.
5.2 Financial Reports for the period ending January 31, 2015.
5.3 Investment and Cash Balance Summary for the quarter ending December 31,
2014.
5.4 Bills paid with check numbers 18496 through 18546 during the month of
January, 2015.
5.5 OLCC liquor license renewal application for Columbia City Groceries & Gas
as applied for by Sahjanand Investments LLC.
5.6 Activities report for the month of January, 2015 from the Public Works
Superintendent.
Item 5.6 was not available and was removed from the consent agenda.
MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
APPROVE THE CONSENT AGENDA AS AMENDED.
AGENDA ITEM 6 UNFINISHED BUISNESS:
None.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Legalization and Regulation of Marijuana: Staff seeks direction from Council
regarding the legalization and regulation of marijuana.
Following a lengthy staff and Council discussion, it was the consensus that the City take no
action at this point in time because the current development code and business license
ordinances specify that all activities must meet federal laws and regulations.
7.2 2014-15 Policy Goals and Objectives Progress Review: Review progress
made on 2014-15 Policy Goals and Objectives and schedule an annual Goal Setting
Session for 2015-16 fiscal year.
The Council and staff completed a review of progress made towards the implementation of
the current year goals, and scheduled a Goal Setting Workshop following the adjournment
of the March 5, 2015.
AGENDA ITEM 8 OTHER BUSINESS:
Vacation rentals: Staff briefly discussed the concept of vacation rentals with Council. In
general, Council Members were not too fond of the concept of an entire home being rented
as a vacation rental, but felt the rental of a room or several rooms within a home while it is
still owner occupied might be acceptable. The matter will be discussed at the next
Planning Commission Meeting.
Public Works report: Micah said he can practically hear the grass growing, and Kenny
Thomas will return for the season in March.
Words of wisdom: In the absence of Harold Olsen, Councilor Marson offered the
following words of wisdom, “The only reason they say women and children first is to check
the strength of the life boats.”
