AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Young called the special meeting to order at 4:04 p.m.
COUNCIL MEMBERS PRESENT:
Mayor Cheryl A. Young
Councilor Sally Ann Marson
Councilor Nell Harrison (arrived 4:05 p.m.)
Councilor Gordon Thistle
COUNCIL MEMBERS ABSENT:
Councilor Josh Fromm
ALSO PRESENT:
Leahnette Rivers, City Administrator/Recorder
ATTORNEY PRESENT:
None
A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS:
2.1 Public Hearing: To gather testimony relating to proposed changes to the
commercial and industrial sewer usage fees based upon recent winter water usage
history.
Public Hearing opened.
Councilor Marson asked if there had been any communication with the business owners
regarding this process. Leahnette said she had mailed individual letters to each business
regarding the proposed rates and this public hearing.
No comments were heard from the public.
Public Hearing closed.
AGENDA ITEM 3 CITIZEN INPUT:
Lynn Vellenga of Columbia City asked about the scheduling for the RCE lift station
improvement project.
Leahnette said the project has gone out for bid, and bids will be opened in a few weeks.
She said a contract could be awarded in late July with construction starting in August.
Lynn asked whether or not any fire or firework restrictions are in place.

Mayor Young said at this point in time the City has not implemented any special fire
restrictions.
AGENDA ITEM 4 NEW BUSINESS:
7.1 Council Bill No. 15-760; Resolution No. 15-1147-R: A Resolution adopting
sewer charges and rates for the City of Columbia City in accordance with Ordinance
No. 470; rescinding Resolution No. 14-1125-R and No. 14-1127-R.
MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 15-760.
7.2 Council Bill No. 15-761; Resolution No. 15-1148-R: A Resolution authorizing
a transfer of appropriations within the General Fund during the fiscal year beginning
July 1, 2014.
MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 15-761.
7.3 Council Bill No. 15-762; Resolution No. 15-1149-R: A Resolution adopting
job descriptions for the City of Columbia City, Oregon; rescinding Resolution No.
04-819-R.
MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 15-762.
7.4 2015-16 Salary Ranges: Recommendation from City Administrator regarding
2015-16 salary ranges.
MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
APPROVE THE CITY ADMINISTRATOR RECOMMENDATION REGARDING 2015-16
SALARY RANGES.
7.5 Weed Abatement: Request for Council authorization to abate weeds on
property located at 1935 Third Street, Columbia City, Oregon, Tax Lot 5128-AC-
002701, under the ownership of Jeannie Moe.
MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
AUTHORIZE THE ABATEMENT OF WEEDS AT 1935 THIRD STREET.
AGENDA ITEM 5 OTHER BUSINESS:
Community Conversation on Poverty: Councilor Marson reported on her attendance of
the Community Conversation on Poverty meeting earlier today. She said discussion topics
included the critical shortage of affordable housing opportunities, the cost of day care, the
homeless, homeless veterans, and many others. She said additional meetings will be
scheduled.
Welcome Home: Mayor Young and Councilor Marson reported on their attendance to a
local “welcome home” celebration for National Guard members.
Food Bank: Councilor Marson said the Food Bank has been busy distributing food to the
Senior Centers, the schools, etc. She said fresh vegetables are being donated to the Food
Bank and distributed to those in need in the community.
LOC Bulletin Article: Councilor Marson said the August 2015 edition of the League of
Oregon Cities (LOC) Bulletin featured a very nice article about the Columbia City Veterans
Park Dedication Ceremony.
