City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, OCTOBER 15, 2015 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the audience in the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Sally Ann Marson Councilor Josh Fromm COUNCIL MEMBERS ABSENT: Councilor Nell Harrison Councilor Gordon Thistle ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None. A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the Scouts will install the new see saw in Harvard Park this weekend as an Eagle Scout project. 4.2 Water and Sewer Committee: Leahnette said the manhole lining work is currently underway. 4.3 Street Committee: No report. 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: None. 2 - Regular City Council Meeting October 15, 2015 AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 18977 through 19039 during the months of September 2015. 5.2 Activities report from the City Administrator/Recorder. 5.3 Activities report from the Public Works Superintendent. 5.4 Minutes of the Regular City Council Meeting on September 17, 2015. 5.5 Minutes of the Regular City Council Meeting on October 1, 2015. Item 5.3 was removed from the consent agenda. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUISNESS: 6.1 Second reading of Council Bill No. 15-769: An Ordinance amending the Columbia City Comprehensive Plan as adopted by Ordinance No. 03-585-O, and amending the Columbia City Comprehensive Plan and Zoning Map. The Council completed the second reading of Council Bill No. 15-769. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UANINMOUSLY TO ADOPT COUNCIL BILL NO. 15-769. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 15-771; Resolution No. 15-1156-R: A Resolution setting a date for a public hearing pertaining to the proposed vacation of a portion of First Street between “K” Street and “L” Street and adjacent to property located at 1650 First Street. Chuck Ramsdell noted that Council Bill No. 15-771 should be corrected to reflect that the proposed area to be vacated is 20 feet wide by 150 feet long. Leahnette agreed and noted the correction. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 15-771 AS CORRECTED. AGENDA ITEM 8 OTHER BUSINESS: None.
