City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, NOVEMBER 19, 2015 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the audience in the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Sally Ann Marson Councilor Josh Fromm Councilor Nell Harrison Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: Joe Turner of 2920 Sixth Street, Columbia City, suggested motorists use care at night when they make the turn from “A” Street on to Sixth Street heading north because often times there’s a Suburban parked along the curb that is hard to see in the dark. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said during a recent Veterans Day ceremony, several veterans expressed their appreciation to her about the Columbia City’s 2015 Memorial Day ceremony. 4.2 Water and Sewer Committee: The Council considered a letter dated September 21, 2015 from Diane Wheatley, Chair of the Caples House Museum Complex and Building and Grounds Committee, requesting an adjustment to their August 2015 water bill. Leahnette said a review of the water meter data history indicates that their automated sprinkler system cycled continuously during the period of August 4 through August 21, 2 - Regular City Council Meeting November 19, 2015 resulting in a huge spike in water usage. She recommended the Council authorize the application of the City’s standard leak credit formula to their August billing, which would result in a credit of $735.69 towards the total charges of $1,548.53. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE STAFF TO APPLY THE CITY’S STANDARD LEAK CREDIT FORMULA TO THE CAPLES HOUSE MUSEUM AUGUST 2015 CHARGES. 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Harrison said the Audit Committee will meet on th December 8 . 4.5 Hazard Mitigation Planning Group: Team Member Fromm said the next meeting will be held in January 2016. 4.6 Other Reports: Councilor Marson reported on her attendance at the School District’s strategic planning meeting last night in Columbia City. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Activities report from the Public Works Superintendent. 5.2 Activities report from the Chief of Police. 5.3 Bills paid during the month of September with check numbers 18977 through 19039. 5.4 Bills paid during the month of October with check numbers 19040 through 19094. 5.5 Financial Reports for the period ending October 31, 2015. 5.6 Application for a Portable Basketball Hoop ROW Permit as applied for by Steve Houben of 2010 Sixth Street. Item 5.1 was removed from the consent agenda. MOVED (FROMM), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA AS AMENDED. AGENDA ITEM 6 UNFINISHED BUISNESS: 6.1 Second reading of Council Bill No. 15-773; Ordinance No. 15-693-O: An Ordinance vacating a portion of First Street between “K” Street and “L” Street measuring 20 feet in width and 150 feet in length and adjacent to property located at 1650 First Street. The Council completed the second reading of Council Bill No. 15-773. MOVED (MARSON), SECONDED HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 15-773. AGENDA ITEM 7 NEW BUSINESS: 7.1 First reading of Council Bill No. 15-774: An Ordinance adopting property maintenance requirements and providing for registration of vacant or abandoned buildings. The Council completed the first reading of Council Bill No. 15-774. 3 - Regular City Council Meeting November 19, 2015 AGENDA ITEM 8 OTHER BUSINESS: Community Hall Rental Cancellation Request: The Council reviewed a request dated November 17, 2015 from Angie Nichols requesting a rent credit for a rental cancellation on th Wednesday, November 25 due to an work schedule conflict. MOVED (HARRISON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE REQUEST AND APPLY A $35.00 RENT CREDIT TOWARDS ANGIE’S JANUARY 2016 RESERVATIONS. Community Hall - A Legacy to Treasure - Capital Campaign: Leahnette said the City has received sponsor contributions valued at $3,900 and the volunteer pie bakers raised $595 through the sale of 39 pies.
