City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, DECEMBER 3, 2015 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the audience in the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Sally Ann Marson Councilor Nell Harrison Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: Councilor Josh Fromm ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. A GENDA ITEM 3 CITIZEN INPUT: Joe Turner of Columbia City said he recently participated in a community activity in St. Helens. He said they made Christmas ornaments by bending chicken wire to form a ball and filling it with strings of lights. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Harrison said the Audit Committee meeting has been rescheduled for December 22, 2015 at 3:00 p.m. 4.5 Hazard Mitigation Planning Group: No report. 2 - Regular City Council Meeting December 2, 2015 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid during the month of November with check numbers 19095 through 19141. 5.2 Activities report from the Public Works Superintendent. 5.3 Minutes of the Regular City Council Meeting on November 5, 2015. 5.4 Minutes of the Regular City Council Meeting on November 19, 2015. MOVED (GORDON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUISNESS: 6.1 Second reading of Council Bill No. 15-774; Ordinance No. 15-694-O: An Ordinance adopting property maintenance requirements and providing for registration of vacant or abandoned buildings. The Council completed the second reading of Council Bill No. 15-774. MOVED (MARSON), SECONDED HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 15-774. AGENDA ITEM 7 NEW BUSINESS: 7.1 Special City Allotment Agreement: 2016 Special City Allotment Agreement between the City of Columbia City and the State of Oregon, acting by and through its Department of Transportation. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE THE AGREEMENT. AGENDA ITEM 8 OTHER BUSINESS: Street light at “L” Street bridge: Council Members discussed a citizen complaint about light pollution coming from the street light at the “L” Street bridge near Highway 30. Leahnette said she has checked with the Columbia River PUD to see what could be done to reduce the amount of light pollution. She said the PUD confirmed that the fixture was recently re-directed towards the highway turn lane in the interest of public safety. She said the PUD claims that modifications to reduce the light pollution will have an impact on highway safety. It was the consensus of the Council that, in the interest of highway safety, no changes be made to the light fixture at this time.
