City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, DECEMBER 10, 2015 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the special meeting to order at 4:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young (by phone) Councilor Nell Harrison Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: Councilor Josh Fromm Councilor Sally Ann Marson ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 NEW BUSINESS: 2.1 Council Bill No. 15-775; Resolution No. 15-1158-R: A Resolution declaring the City of Columbia City, Oregon, to be in a State of Emergency. Leahnette explained that the RCE and K Street lift stations have not been able to keep up with the heavy flows on several occasions since Monday due to the heavy rains. She said we were able to reduce the spill by about 50% with the assistance of pump trucks that were trucking waste to the St. Helens treatment plant. She said we are expecting more rain this weekend. To-date, she said we’ve spent over $10,000.00 on storm-related response. MOVED (HARRISON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 15-775.
