The City of Columbia City In Columbia County on the Columbia River SREET COMMITTEE MINUTES FEBRUARY 8, 2016 MEETING City Hall, 1840 Second Street, Columbia City 6:00 p.m. Attendees: Sally Ann Marson, Chair Gordon Thistle, Committee Member Dave Jensen, Committee Member Jeff Peterson, Committee Member (arrived 6:15 p.m.) Leahnette Rivers, City Administrator/Recorder Micah Rogers, Public Works Superintendent Chairman Marson called the meeting to order at 6:00 p.m. Five-Year Capital Improvement Plan Update Following Committee discussion, it was the consensus of the Committee that the Five- Year Plan be updated to include the following projects in this order of priority:  6th Street overlay and grade adjustment (between H and K Streets);  6th Street overlay (between Pacific and Lincoln Streets);  Street overlays (C Street between 5th and 6th Streets, Calvin Street to the west of Sixth Street, and H Street between 2nd and 3rd Streets);  E Street improvements (between 6th Street and Highway 30);  6th Street alignment and improvements (between Lincoln and H Streets). SCA Project for 2017 Our 2016 SCA application was successful - we will widen and overlay L Street between 2nd and 4th Streets this spring. It was the consensus of the Committee to submit a 2017 SCA project application for the 6th Street overlay and grade adjustment project. He said it will be good to complete the drainage improvements prior to the overlay project because the work will cause some additional damage to this section of street. Street Lighting Improvements Leahnette suggested members take a look at the two new LED street light fixtures that were installed last week. She said one fixture is located on Tahoma Street, and the other is at the corner of 6th and Lincoln Streets. She said these are the first LED street light fixtures that the CRPUD has installed. She suggested we may want to update our construction standards to require LED fixtures. Committee Members agreed that we should adopt an LED street light standard - the LED lights will significantly reduce our electricity and maintenance costs.
