AGENDA ITEM 1 CALL TO ORDER/ROLL CALL:
CONVENED:
Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the
invocation and led the flag salute.

COUNCIL MEMBERS ABSENT:

A quorum was present and due notice had been published.
AGENDA ITEM 2 PUBLIC HEARINGS:
None
AGENDA ITEM 3 CITIZEN INPUT:
AGENDA ITEM 4 COUNCIL REPORTS:
4.1 Parks Committee: Chair Marson said the Committee will meet again next
Tuesday. She said plans for the Memorial Day Ceremony are progressing very well.
Micah said the second concrete pour for the wall and the base around the main monument
will occur on Monday. He said Kenny has installed many of the wood borders around the
light fixtures and trees and will install the borders between the lawn and the shrubs soon.
Councilor Harrison said the St. Helens Garden Club will be picking up red, white and blue
flowers to plant in the Veterans Park.
4.2 Water and Sewer Committee: Micah said the patching and concrete work for the
sewer project has been completed, and a substantial notice has been issued for the
project. He said the project went very smoothly and the contractor was a pleasure to work
with.

4.3 Street Committee: Leahnette said Micah is getting quotes for the L Street
project. She said the K Street storm system below Sixth Street was damaged during the
December storm, and we will be applying for a FEMA Hazard Mitigation Grant to repair and
improve that section of storm system.
Micah said after the crew installs some new water services on First Street, they plan to
install the new fire hydrant at the corner of E Street and Highway 30.
4.4 Audit Committee: Secretary Harrison said the Audit Committee will meet again in
May 2016.
4.5 Hazard Mitigation Planning Group: Chief McGlothlin said the Group will meet
on Monday. He said the meeting will focus on getting ready for the Prepare Fair, which will
be held in conjunction with the City Celebration, and meeting with new personnel from
Dyno Nobel.
4.6 Other Reports: Councilor Marson said the Community Hall Committee has been
meeting frequently. They have been reviewing the drawing details for the refurbishment
project, and work on decorations for the 90th Birthday Party.

5.1 Investment and Cash Balance Summary for the quarter ending March 31,
2016.
5.2 Financial Reports for the month ending March 31, 2016.
5.3 Minutes of the Regular City Council Meeting on March 17, 2016.
5.4 Activities report from the Chief of Police.
5.5 Activities report from the City Administrator.
MOVED (THISTLE), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
APPROVE THE CONSENT AGENDA.
AGENDA ITEM 6 UNFINISHED BUISNESS:
None.
AGENDA ITEM 7 NEW BUSINESS:
7.1 Intergovernmental Agreement: Intergovernmental Agreement between the
Port of St. Helens and the City of Columbia City for the Port of St. Helens
Intergovernmental Partnership Program (IPP) and the Community Hall
Improvements.
MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
APPROVE THE INTERGOVERNMENTAL AGREEMENT FOR THE IPP AND THE
COMMUNITY HALL IMPROVEMENTS.
7.2 Intergovernmental Agreement: Intergovernmental Agreement between the
Port of St. Helens and the City of Columbia City for the Port of St. Helens IPP and the
Sewer Pump Station Improvements.
MOVED (HARRISON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO
APPROVE THE INTERGOVERNMENTAL AGREEMENT FOR THE IPP AND THE
SEWER PUMP STATION IMPROVEMENTS.
7.3 Intergovernmental Agreement: Intergovernmental Agreement between the
City of Columbia City and the City of St. Helens for Building Inspection and Plan
Review Services.

MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO
APPROVE THE INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF ST.
HELENS FOR BUILDING INSPECTION AND PLAN REVIEW SERVICES.
7.4 Council Bill No. 16-780; Resolution No. 16-1162-R: A Resolution adopting
the Supplemental Budget and making additional appropriations for the 2015-16
fiscal year.
MOVED (THISTLE), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO
ADOPT COUNCIL BILL NO. 16-780.
AGENDA ITEM 8 OTHER BUSINESS:
Public Works Update: Micah announced that Leland VanDolah, the new seasonal Utility
Worker, started work today.
Police Department Update: Chief McGlothlin said two Reserve Officers recently resigned
- Officer Graham and Officer Vance. He said Mary Goodwin will be joining the department
as a Reserve Officer in June.
Senior Services Survey: Mayor Young encouraged everyone to complete a Senior
Services Survey which will be available at City Hall or may be found and completed online.
She said additional information about the survey will be included in an article in the next
issue of the City Newsletter.
