The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES APRIL 26, 2016 - 5:00 P.M. CITY HALL COUNCIL CHAMBERS Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Leahnette Rivers, City Administrator/Recorder Veterans Park: Members reviewed the draft Memorial Day Ceremony program. Confirmation has been received by everyone except for the DAR and a couple of US Service representatives, and the program has been finalized. CC Rider will be providing transportation to and from the site. Leahnette will be sending out invitations with transportation instructions to sponsors, brick purchasers, and program participants, and the program will be included in the May 2016 newsletter. Phase III construction is underway. The concrete pours are complete, and the tile installation work will start on Wednesday, May 4. The borders are installed around the trees and light fixtures, and the borders between the lawn and shrubs will be installed soon. The fence will be stained in the near future. The St. Helens Garden Club will plant flowers in the flower beds this Wednesday, and add more wild flower seeds at the bottom of the driveway. They will also secure the rose bushes, which are top heavy and have been blowing over in the wind. Risk Assessment follow-up: Leahnette reported on the following actions that were taken following the recent risk assessment of the parks:
Ruth Rose Richardson Park: Yellow spray paint was used to mark the holes and the raised root cracks in the path pavement.
Datis Park: An orange cone was placed in the open space under the rope fencing at the top of the bank. The City Attorney has approved the wording for the "use at your own risk" signage for the top of the unimproved access that leads to the beach. Leahnette will have the sign ordered and installed.
Dog Park: The holes have been filled.
Carolyn King Memorial Park: Low-growing evergreen shrubs were planted in the area above the retaining wall.
Entrance sign area: Leahnette mentioned the hole between the pavement and the fire hydrant along Fifth Street at I Street. There is a valve or a clean out in the hole, so it 1  won't be as simple to fix as originally thought. Leahnette will check with Public Works about the status. Items remaining to be done: Add three barberry bushes this fall to fill in the hedge at Datis Park. Adjournment/Next Meeting: Meeting adjourned 5:30 p.m. 2
