City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, JULY 21, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Council President Marson called the regular meeting to order at 6:00 p.m. Council President Marson delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Council President Sally Ann Marson Councilor Nell Harrison Councilor Josh Fromm COUNCIL MEMBERS ABSENT: Mayor Cheryl A. Young Councilor Gordon Thistle ALSO PRESENT: Micah Rogers, Public Works Superintendent Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: 3.1 Swearing in Ceremony: Swearing in ceremony for Police Reserve Officer Mary Goodwin. Chief McGlothlin introduced Mary Goodwin to the Council, staff and audience. He said he believes Mary will be a tremendous asset to the Columbia City Police Department. He said in the 1990's Mary was a full-time officer with the City of St. Helens. He said she has an excellent background, is very well regarded in the field, and recently did an awesome job in the Reserve Academy. He said all of the members of the Department are extremely happy to have her join the team. Chief McGlothlin pinned the Department badge on Mary's shirt, and Leahnette delivered the Oath of Office. 3.2 Community Action Team (CAT) - Columbia County Housing Study: Jim Tierney, Executive Director, spoke about CAT's desire to complete a Columbia County Housing Study. He said the current housing market in the County is unprecedented. He said the County has a vacancy rate that is equal to or below that of Portland's. He said 2 - Regular City Council Meeting July 21, 2016 CAT would like to help overcome the housing shortage by completing a Housing Study that would provide a road map that could be shared with developers, investors and contractors. He explained that CAT is asking the communities that are located within the study area (Columbia County, Scappoose, St. Helens, Rainier and Columbia City) to help share the cost. He said the project will cost $34,674, and they are requesting $5,000 from each community. The Council thanked Jim for his presentation, and agreed to re-visit the request at a future meeting when a full quorum is present. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: Micah said the groundwater well is still keeping up with the current supply demand. 4.3 Street Committee: No report. 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: Team Member Fromm said the Hazard Mitigation Team will meet again next Monday. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting on May 5, 2016. 5.2 Minutes of the Regular City Council Meeting on May 19, 2016. 5.3 Minutes of the Regular City Council Meeting on June 16, 2016. 5.4 Minutes of the Special City Council Meeting on June 22, 2016. 5.5 Bills paid with check numbers 19514 through 19591 during the month of June 2016. 5.6 Activities report from the Chief of Police. 5.7 Activities report from the Public Works Superintendent. 5.8 Resignation from Planning Commissioner Mark Worral. 5.9 Annual accounting of system development charge revenues and expenditures for the 2014-15 fiscal year. 5.10 Application for a permit for a Portable Basketball Hoop in the ROW for property located at 400 Weown Court as applied for by Petra McCall. MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUISNESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Council Bill No. 16-790; Resolution No. 16-1171-R: A Resolution granting a credit towards the improvement fee portion of the City's park systems development charges for the dedication of qualified parkland associated with the Canyon Creek Partition as provided for in Ordinance No. 02-576-O and ORS 223.304. MOVED (FROMM), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-790. 3 - Regular City Council Meeting July 21, 2016 7.2 First reading of Council Bill No. 16-791: An Ordinance amending Ordinance No. 445, regulating solicitation. The Council completed the first reading of Council Bill No. 16-791. AGENDA ITEM 8 OTHER BUSINESS: League of Oregon Cities Legislative Priorities: The Council selected mental health, housing assistance, restoring recreational immunity, and transportation funding as the City's recommendation to the League for the top four legislative priorities.
