City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, AUGUST 18, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Nell Harrison Councilor Josh Fromm Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Michael McGlothlin, Chief of Police Micah Rogers, Public Works Superintendent Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: Randy Hathaway and Katelyn Hershberger of Greater Oregon Behavioral Health Inc. (GOBHI) discussed their search for people to serve as therapeutic foster parents for youths, ages 4-17, within Columbia County. Randy explained that, unlike other forms of foster care, therapeutic foster parents go "above and beyond" in providing not only normal parenting functions, but also several hours of therapeutic interventions each week. He said they become highly skilled professions, able to teach and to demonstrate the proper use of skills for the youth in their home. He said GOBHI currently serves 16 counties and is hoping to add Columbia County to their service area. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the Committee will meet in the Columbia City Veterans Park on August 30th to make some decisions about where to place the Phase III monuments and other improvements within the park. 2 - Regular City Council Meeting August 18, 2016 4.2 Water and Sewer Committee: Leahnette said she is preparing an application for a FEMA Hazard Mitigation Grant to help fund seismic upgrades for the upper level water reservoir. She said she will also be applying for loan funds to complete the upper level reservoir maintenance work. 4.3 Street Committee: Micah said the streets are hot. 4.4 Audit Committee: Secretary Harrison said the Audit Committee will meet on the 29th of this month. 4.5 Hazard Mitigation Planning Group: Team Member Fromm said the Group will meet in a few months. 4.6 Other Reports: Councilor Marson said the Community Hall project is moving right along. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Ratify Release of Portion of a Public Utility Easement on property located at 1625 Eighth Street, Columbia City, Oregon. 5.2 Financial Reports for the month ending June 30, 2016. 5.3 Financial Reports for the month ending July 31, 2016. 5.4 Minutes of the Regular City Council Meeting on July 21, 2016. 5.5 Minutes of the Regular City Council Meeting on August 4, 2016. 5.6 Activities Report from the City Administrator. 5.7 Investment and Cash Balance Summary as of June 30, 2016. 5.8 Appointment of George Fortier to the Planning Commission. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUISNESS: None AGENDA ITEM 7 NEW BUSINESS: 7.1 Communications Site Agreement: Communications Site Agreement between the City of Columbia City and Friends of 88.5 FM. Leahnette asked the City Council to postpone action on this item until the next meeting. 7.2 Change Order No. 1: Change Order No. 1 for the City of Columbia City Community Hall Remodel in the amount of ($350.00). MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 1. 7.3 Change Order No. 2: Change Order No. 2 for the City of Columbia City Community Hall Remodel in the amount of $4,875.00. MOVED (THISTLE), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 2. 7.4 Change Order No. 3: Change Order No. 3 for the City of Columbia City Community Hall Remodel in the amount of $8,625.00. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 3. 3 - Regular City Council Meeting August 18, 2016 7.4.5 Change Order No. 4: Change Order No. 4 for the City of Columbia City Community Hall Remodel in the amount of $0. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 4. 7.5 City Administrator Request: City Administrator request for wage and leave benefit increase. The Mayor and Council reviewed a memo dated August 5, 2016 from Leahnette Rivers, City Administrator, requesting a 5% pay increase and 40 additional hours of vacation leave per year. MOVED (FROMM), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO APPROVE THE CITY ADMINISTRATOR'S REQUEST FOR A 5% PAY INCREASE AND 40 ADDITIONAL HOURS OF VACATION LEAVE PER YEAR. 7.6 Request for weed abatement: City Administrator request for authorization to abate weeds on property located at 1715 Second Place under the ownership of Robert and Jamie Gatlin. MOVED (THISTLE), SECONDED (HARRISION) AND CARRIED UNANIMOUSLY TO AUTHORIZE THE ABATEMENT OF WEEDS ON PROPERTY LOCATED AT 1715 SECOND PLACE UNDER THE OWNERSHIP OF ROBERT AND JAMIE GATLIN. AGENDA ITEM 8 OTHER BUSINESS: Police Department update: Chief McGlothlin said the Department has been relatively busy. He said they have completed the final preparations for the September 17th Prepare Fair. Public Works Department update: Micah said the crew has been working on water leak repair work. He said the well has dropped to a pumping level of 150 gpm, and we are supplementing our supply with wholesale water purchased from St. Helens. City Hall Week meetings: Leahnette said the Cities of Scappoose, Astoria and King City will be hosting City Hall Week meetings during the week of September 12. League of Oregon Cities conference: Leahnette said she has a room reserved for the League of Oregon Cities conference - September 29 to October 1 - if anyone is interested. CAT Housing Study request: The Council postponed action on this item until more information is available about the commitments made by the other jurisdictions. Community Hall funding update: Leahnette said the Knife River Foundation has awarded a $5,000 grant towards the project, Knife River has agreed to sponsor the project with a $3,000 contribution, and the City of St. Helens will also join our list of Diamond Level Sponsors by waiving the plan review and inspection fees associated with the project. She said Michael Allen Harrison will also be returning on November 30, 2016 for another fund raising concert. Micah said he'll look into building a set of stage sections for the City's use during events so we don't have to rent or borrow them any longer. Councilor Marson offers some words of wisdom: In the absence of retired City Attorney, Harold Olsen, Councilor Marson offered the following words to close the meeting: "Pardon me, sir. May I ask you a question?" "Sure."
