City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, NOVEMBER 17, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Josh Fromm (by phone) Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Stacey Goldstein, City Planner Michael S. McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder Councilor Elect Karli Ebert ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To take written and oral testimony about proposed amendments to the vision clearance areas and the addition of an accessory buildings and structures chapter to the Columbia City Development Code. Public Hearing opened. No comments were heard from the public. Public Hearing closed. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: No report. 2 - Regular City Council Meeting November 17, 2016 4.3 Street Committee: No report. 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: Mayor Young reported that she recently spoke during the Oregon Young Marines Ball and she was very impressed with the Young Marines. Councilor Marson said her term on the Transfer Station Board will expire in December 2016 and they are looking for a replacement. She encouraged those with an interest in math to consider the position. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Financial Report for the month ending October 31, 2016. 5.2 Activities report from the Public Works Superintendent. 5.3 Activities report from the City Administrator. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: 6.1 First reading of Council Bill No. 16-801; Ordinance No. 16-698-O: An Ordinance amending Ordinance No. 03-586-O, the Columbia City Development Code. The Council completed the second reading of Council Bill No. 16-801. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-801. AGENDA ITEM 7 NEW BUSINESS: 7.1 Community Hall Remodel Change Order No. 9: Change Order No. 9 from K Restoration LLC for the Community Hall Remodel Project in the amount of $7,175.00. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE CHANGE ORDER NO. 9 IN THE AMOUNT OF $7,175.00. 7.2 Amendment to Intergovernmental Agreement for Homeland and Emergency Management Services: Amendment 1 to Amended and Restated Intergovernmental Agreement between Columbia County, Oregon, and the City of Columbia City and other agencies supporting Homeland and Emergency Management Services. Action on this item was postponed until the next meeting. 7.3 Proposal for Hydrogeological Services: Proposal for Hydrogeological Services for the Columbia City Source Water Protection Implementation Project from Equant Environmental and Water Resources Consulting for an amount not to exceed $5,100.00. MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE PROPOSAL FOR HYDROGEOLOGICAL SERVICES IN THE AMOUNT OF $5,100.00. AGENDA ITEM 8 OTHER BUSINESS: 3 - Regular City Council Meeting November 17, 2016 Recent Election: Mayor Young congratulated Karli Ebert and Sally Ann Marson on their recent Columbia City Council Member wins. Police Update: Chief McGlothlin said the Department has had a busy couple of weeks. He said they have been investigating and following-up on a rash of car break-ins in the Sixth and Seventh Street areas, as well as a felonious assault on a child.
