City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, DECEMBER 1, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Josh Fromm Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Michael S. McGlothlin, Chief of Police Micah Rogers, Public Works Superintendent Leahnette Rivers, City Administrator/Recorder Councilor Elect Karli Ebert ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: Micah said recently both pumps failed at the K Street lift station. He said fortunately, the lift station functioned by gravity flow without any overflows. He said they have one of the pumps working again. Micah reported that the RCE lift station handled the heavy rain event on Thanksgiving without any trouble. 4.3 Street Committee: Chair Marson said the streets were recently swept. 2 - Regular City Council Meeting December 1, 2016 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: Chief McGlothlin said the Group will meet again at the end of January 2017. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Minutes of the Regular City Council Meeting on November 3, 2016. 5.2 Minutes of the Regular City Council Meeting on November 17, 2016. 5.3 Activities report from the Chief of Police. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Amendment to Intergovernmental Agreement for Homeland and Emergency Management Services: Amendment 1 to Amended and Restated Intergovernmental Agreement between Columbia County, Oregon, and the City of Columbia City and other agencies supporting Homeland and Emergency Management Services. Action on this item was postponed until the next meeting. 7.2 Letter of Interest for Safe Drinking Water Loan: Letter of Interest for Safe Drinking Water Loan for Reservoir and Distribution Line Improvements. Leahnette explained that this funding request is for Water Distribution Line Improvements and Reservoir Upgrades and Restoration. She said the project involves replacing 3500 feet of very old 3-inch cast iron piping with PVC piping and adding fire hydrants along First Street between E and K Streets and along The Strand between F and I Streets. The project also includes adding seismic upgrades to the upper and lower steel reservoirs, refurbishing the upper steel reservoir, and adding level instruments and data storage. She said the total project cost is $867,000, and the proposed funding for the project will come from a FEMA grant in the amount of $135,000 and a Safe Drinking Water Loan in the amount of $732,000. She said the Safe Drinking Water Loan will include 10% debt forgiveness and an interest rate of 1.72%. MOVED (THISTLE), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO APPROVE SUBMISSION OF THE LETTER OF INTEREST FOR A SAFE DRINKING WATER LOAN. 7.3 Canvass of Votes: Official canvass of votes cast at the General Election within the City of Columbia City on Tuesday, November 8, 2016. The Council completed the official canvas of votes. AGENDA ITEM 8 OTHER BUSINESS: Public Works update: Micah said it sounds like the cold weather is moving in and we might be getting some snow.
