City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, DECEMBER 29, 2016 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the special meeting to order at 6:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Josh Fromm Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Michael S. McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder Councilor Elect Karli Ebert ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: No report. 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: Chair Marson said the Public Works crew did an outstanding job of plowing and sanding the streets during the recent storm. 4.4 Audit Committee: Secretary Harrison said the Audit Committee will meet in January 2017. 4.5 Hazard Mitigation Planning Group: Chief McGlothlin said the Group will meet again on the fourth Monday in January 2017. 2 - Special City Council Meeting December 29, 2016 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Financial Report for the month ending November 20, 2016. 5.2 Bills paid with check numbers 19872 through 19932 during the month of November 2016. 5.3 Activities Report from the Public Works Superintendent. 5.4 Activities Report from the City Administrator/Recorder. 5.5 Minutes of the Regular City Council Meeting of December 1, 2016. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Financial Report for the year ended June 30, 2016: City of Columbia City Audited Financial Report for the year ended June 30, 2016. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO APPROVE THE FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30, 2016. 7.2 Council Bill No. 16-802; Resolution No. 16-1179-R: A Resolution assessing unpaid water and sewer utility charges, fees and accrued interest as a lien against property described as Tax Account No. 5121-CD-01601, located at 2735 Sixth Street, Columbia City, Oregon, currently under the ownership of Monroe P. & O. Louise Singleton. MOVED (MARSON), SECONDED (FROMM) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 16-802. 7.3 Amendment 1 to Amended and Restated Intergovernmental Agreement for Homeland Security and Emergency Management Services: Amendment 1 to Amended and Restated Intergovernmental Agreement between Columbia County, Oregon, and the City of Columbia City and other agencies within Columbia County for Homeland Security and Emergency Management Services. MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE AGREEMENT. AGENDA ITEM 8 OTHER BUSINESS: Mayor Young presented Councilor Fromm, outgoing City Council Member, with a plaque thanking him for his many years of dedicated service as City Council Member - from January 2009 to December 2016. The Mayor, Council and staff thanked Councilor Fromm for his service. AGENDA ITEM 7 NEW BUSINESS (continued): 7.4 Executive Session: The Council met in Executive Session in accordance with ORS 192.660(2)(f) to consider information or records that are exempt by law from public inspection and ORS 192.66 (2)(h) to consult with counsel concerning the legal rights and duties of a public body with regard to current litigation or litigation likely to be filed. 3 - Special City Council Meeting December 29, 2016 The Council convened in Executive Session. The Council reconvened in Open Session.
