The City of Columbia City In Columbia County on the Columbia River STREET COMMITTEE MINUTES FEBRUARY 22, 2017 MEETING City Hall, 1840 Second Street, Columbia City 6:00 p.m. Attendees: Sally Ann Marson, Chair Gordon Thistle, Committee Member Jeff Peterson, Committee Member Leahnette Rivers, City Administrator/Recorder Micah Rogers, Public Works Superintendent Chairman Marson called the meeting to order at 6:00 p.m. SCA Project for 2018: Leahnette explained that our 2016 SCA application was successful, and we widened L Street between 2nd and 4th Streets last June. Because the project was not inspected and approved by the SCA program representatives prior to the deadline for submitting a 2017 SCA application, we were not able to submit a project last year. She said the Committee had selected 6th Street between H and K Streets for submission to the 2017 program - the project involved pavement widening and restoration and corrective measures to the storm system at the 6th and K Street intersection. Members agreed that we should proceed with submitting the Sixth Street project for the 2018 program. Five-Year Capital Improvement Plan: Members reviewed the current list of projects contained in the Five-Year Plan. Leahnette said we can still plan on completing the 6th Street Pavement Restoration Project between H and K Streets prior to June 30th. Micah will start contacting paving companies for quotes. It was the consensus of the Committee that the remaining project list be retained in the same order of priority and moved out one year. Street Inventory Update: Members reviewed the 2012 Street Inventory and agreed that we should move forward with completing a new inventory. Leahnette suggested some rating guidelines be provided to those members that conduct the inventory. Leahnette will prepare new forms with rating guidelines for distribution later this spring. LED Street Lights: Leahnette reported that three new LED street lights will be installed shortly along Pacific Street. Micah said the fixtures will be installed at three intersections - 6th Street, Park Drive and Tahoma Street. Leahnette said we need to adopt a new standard for the LED street lights. She said since we have adopted the City of Salem's construction standards, we may already have one in place. She will check, and if needed, prepare one for Council's consideration. Other Business: Micah said he has not been happy with the City's street sweeping contractor since a new owner took over the business. He said they just don't clean the entire street like they should. He will investigate options, including purchasing a sweeper, contracting with another company or governmental agency, or renting a sweeper.
