The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES APRIL 25, 2017 - 5:00 P.M. 1840 SECOND STREET, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Leahnette Rivers, City Administrator/Recorder Dede Covert, DAR Ruth Rose Richardson (RRR)/Pixie Parks:
The DAR will be sending a $1500 contribution to help with maintenance of the parks. The Committee and DAR agreed to the placement of a seasonal porta-potty in RRR for a period of 4 months with the City handling the rental and paying for the service. Leahnette will try to come up with some volunteers to prep the site and pour the concrete pad, but if she can't find any, then Public Works will be asked to complete the work.
Dede will suggest to the DAR that they come up with the funds or solicit donations for the purchase of the shade trees for Pixie Park. It was agreed that they should be planted in the fall to reduce maintenance requirements. The trees need to be limited in height, and the consensus was to plant Mount Fuji weeping cherry trees.
Zone 1 of the irrigation system in RRR Park needs to be repaired and modified to accommodate some planting beds. Leahnette will try to find a volunteer to take on this task, but otherwise Public Works will be asked to complete the work. The Garden Club will work on planting annuals and perennials. Veterans Park: Leahnette said she is working on finalizing the list of ceremony participants. The Garden Club will be planting annuals after May 14. Leahnette will get some garden soil delivered for them. Columbia City Dog Park: Leahnette said we continue to have problems with dogs digging holes in the park, which can be hazardous to dogs and park visitors. She said the Columbia County Greyhound Gang continues to bring in dirt to repair the holes. Leahnette said she has ordered four signs to install along the inside of the park fencing that say, 'PLEASE, NO DIGGING!' She said she hopes they will help to alleviate the problem. 1 Harvard Park: It was the consensus of the Committee that we purchase just one wind sail for installation this August and see how well it is received and how effective it is. Ivy/Blackberry Removal: It was the consensus of the Committee that we select a date in September instead of June. Adjournment: The meeting adjourned at 5:45 p.m. 2
