City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, MAY 4, 2017 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Karli Ebert Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson noted that a report was included in the packet. 4.2 Water and Sewer Committee: Leahnette said the Tahoma Street lift station is healthy and operational again with two pumps. She said there is still just one pump in the Pixie Park lift station, but another has been ordered for it. 4.3 Street Committee: Leahnette said we are currently soliciting quotes to repave the north end of Sixth Street. 4.4 Audit Committee: No report. 4.5 Hazard Mitigation Planning Group: Member Ebert said they need to schedule another meeting. Leahnette said she thinks a meeting is already scheduled for June. 2 - Regular City Council Meeting May 4, 2017 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 20190 through 20251 during the month of April, 2017. 5.2 Activities report from the City Administrator. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 First reading of Council Bill No. 17-813: An Ordinance amending Ordinance No. 03-586-O, the Columbia City Development Code, Chapter 7.60 (C) Commercial Zone. The Council completed the first reading of Council Bill No. 17-813. 7.2 Council Bill No. 17-814; Resolution No. 17-1189-R: A Resolution extending the City of Columbia City's Workers' Compensation Coverage to volunteers of the City of Columbia City during the fiscal year 2017-18. MOVED (MARSON), SECONDED (EBERT) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 17-184. 7.3 First reading of Council Bill No. 17-815: An Ordinance declaring the City's election to receive State Revenues. The Council completed the first reading of Council Bill No. 17-815. AGENDA ITEM 8 OTHER BUSINESS: None.
