City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, MAY 18, 2017 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Karli Ebert Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To receive public input concerning the submission of a grant application under the Oregon Parks and Recreation Department's Recreational Trails Program for the development of the McBride Creek Trail - Phase I. Public Hearing opened. No comments were heard from the public. Mayor Young expressed strong support for the project. Public Hearing closed. AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the Committee will meet next week to discuss the final details associated with the Memorial Day Ceremony. 4.2 Water and Sewer Committee: No report. 2 - Regular City Council Meeting May 18, 2017 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Harrison said the Audit Committee recently met. Leahnette said meeting notes will be included in the next City Council Meeting packet. 4.5 Hazard Mitigation Planning Group: No report. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Financial Report for the month ending April 30, 2017. 5.2 Activities report from the City Administrator. 5.3 OLCC Application for Temporary Use of an Annual License as applied for by Sunshine Pizza for the May 20, 2017, 91st Birthday Benefit Dance in the Community Hall. MOVED (MARSON), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: 6.1 Second reading of Council Bill No. 17-813; Ordinance No. 17-699-O: An Ordinance amending Ordinance No. 03-586-O, the Columbia City Development Code, Chapter 7.60 (C) Commercial Zone. The Council completed the second reading of Council Bill No. 17-813. MOVED (THISTLE), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 17-813. 6.2 Second reading of Council Bill No. 17-815; Ordinance No. 17-700-O: An Ordinance declaring the City's election to receive State Revenues. The Council completed the second reading of Council Bill No. 17-815. MOVED (HARRISON), SECONDED (EBERT) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 17-815. AGENDA ITEM 7 NEW BUSINESS: 7.1 Review Bids for Paving Work: Review of bids for paving Sixth Street between Pacific and Lincoln Streets. The Council reviewed the following bids: Hoss Paving, Inc. $59,600.00 Mike George Paving $76,500.00 TFT Construction, Inc. $59,500.00 7.2 Bid Award: Award bid and authorize contract for paving Sixth Street between Pacific and Lincoln Street. Staff recommended the Council award the bid to the lowest bidder, TFT Construction Inc. Leahnette clarified a couple of changes to the proposed contract dealing with prevailing wage requirements and proof of payment satisfaction prior to final payout. 3 - Regular City Council Meeting May 18, 2017 MOVED (EBERT), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AWARD THE SIXTH STREET PAVING CONTRACT TO TFT CONSTRUCTION, INC. IN THE AMOUNT OF $59,500.00. AGENDA ITEM 8 OTHER BUSINESS: Local Regulation of Marijuana: The Council briefly discussed the issue of local regulation of marijuana. It was the consensus of the Council that we all review the information available on the League of Oregon Cities website and discuss this matter further at the next City Council Meeting.
