The City of Columbia City In Columbia County on the Columbia River PARKS COMMITTEE MEETING MINUTES OCTOBER 4, 2017 - 5:00 P.M. COLUMBIA CITY VETERANS PARK, COLUMBIA CITY, OR 97018 Present: Sally Ann Marson, Chair Nell Harrison, Committee Member Stan Hopkins, Committee Member Jack Hruska, Committee Member Leahnette Rivers, City Administrator/Recorder Veterans Park: Committee Members approved the location for the drinking fountain/pet water dish fixture. Leahnette reported that all of the veteran bricks have been sold. Members approved the location for a fifth Veteran wall. Leahnette will submit a funding application to the Columbia County Cultural Coalition in hopes of receiving a $2,000 grant to help pay for the fifth wall. The new split rail fencing is installed, and the Public Works crew has done an amazing job of clearing out the lower level picnic area. The morning glory along the hillside should be sprayed while the dry weather is still here. Nell has confirmed that the groundcover weed in the new rose garden area that looks like miniature morning glory is actually field bindweed. She said field bindweed is not good, but it is not as invasive as morning glory. She said it tends to stay on the ground rather than climb. She said the Garden Club will work on removing it later this month, and then it should be sprayed as it begins to come back. Park property - Mattie/Park Drive: The Committee toured the upper level of the new park site behind the drainage swale. The Public Works crew has been clearing out the blackberries, dangerous or downed trees, and brush. They are working their way down to the lower level area and are attempting to provide access for maintenance and use purposes. Members discussed options for use of the site. McBride Creek Trail: The Committee visited the site of the future trailhead off of the north end of Sixth Street. Leahnette explained that the property owners to the north of the access point 1 may be providing the City with a construction easement along the south side of their property that abuts the flag for the trail system that leads down to the creek. The construction easement would allow the Public Works crew to dump their spoils in the existing ravine. She said filling in the ravine will benefit the City and the property owner because it will be easier for the City to develop the trail leading down to the creek area if the ground is level, and the property owner will have more usable property along the south side of their house. In addition, the Public Works crew is looking forward to having a place to dump dirt and free up some space in their shop yard. Adjournment: The meeting adjourned at 5:45 p.m. 2
