City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, SEPTEMBER 7, 2017 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Young called the regular meeting to order at 6:00 p.m. Mayor Young delivered the invocation and led the flag salute. COUNCIL MEMBERS PRESENT: Mayor Cheryl A. Young Councilor Karli Ebert Councilor Nell Harrison Councilor Sally Ann Marson Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Stacey Goldstein, City Planner Michael McGlothlin, Chief of Police Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: None AGENDA ITEM 3 CITIZEN INPUT: None. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Chair Marson said the St. Helens Garden Club has been working hard around the Veterans Park. 4.2 Water and Sewer Committee: No report. 4.3 Street Committee: Chair Marson said the Committee is currently surveying the condition of the streets throughout the City. 4.4 Audit Committee: Secretary Harrison said the Audit Committee will meet next week. 2 - Regular City Council Meeting September 7, 2017 4.5 Hazard Mitigation Planning Group: Councilor Ebert said the Hazard Mitigation Planning Group recently met to finalize the Prepare Fair details. Chief McGlothlin said he is just wrapping up the coordination this week. 4.6 Other Reports: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Investment and Cash Balance Summary for the quarter ending June 30, 2017. 5.2 Activities report from the City Administration. 5.3 Resignation from Planning Commissioner Shelly Sandford. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA. AGENDA ITEM 6 UNFINISHED BUSINESS: 6.1 Discussion of the local regulation of marijuana. The Mayor and City Council reviewed a memo dated September 7, 2017 from Stacey proposing some draft development code language for marijuana facilities. The Council also reviewed Council Bill No. 17-827 prepared by Leahnette proposing draft language for Business License Regulations for marijuana facilities. The Mayor, Council and staff discussed both proposals at length. Stacey will make some changes to her draft language based upon the discussion and move forward with advertising a public hearing for the Planning Commission to consider the development code amendment. Leahnette will make some changes to her draft language based upon the discussion, and bring it back to Council after the Planning Commission makes a recommendation about the development code amendments. AGENDA ITEM 7 NEW BUSINESS: 7.1 Franchise Agreement: Franchise Agreement between the Columbia River PUD and the City of Columbia City. MOVED (EBERT), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY TO APPROVE SIGNATURE TO THE FRANCHISE AGREEMENT. 7.2 Development Agreement: Development Agreement between Andrew V. and Misty Plank and the City of Columbia City. MOVED (MARSON), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO AUTHORIZE SIGNATURE TO THE DEVELOPMENT AGREEMENT. 7.3 Council Bill No. 17-826; Ordinance No. 17-701-O: An Ordinance amending Ordinance No. 08-644-O, an Ordinance adopting the City's Water and Sanitary Sewer System Development Charges; repealing Ordinance No. 08-648-O; declaring an emergency. MOVED (HARRISON), SECONDED (MARSON) AND CARRIED UNANIMOUSLY TO DECLARE AN EMERGENCY. MOVED (MARSON), SECONDED (EBERT) AND CARRIED UNANIMOUSLY TO ADOPT COUNCIL BILL NO. 17-826 WITH THE EMERGENCY CLAUSE. AGENDA ITEM 8 OTHER BUSINESS: 3 - Regular City Council Meeting September 7, 2017 Police Department: Chief McGlothlin said he interviewed three volunteer reserve candidates last week, and extended conditional offers to two who will start after the background investigations are finished up. He said they will both attend the Reserve Academy starting on September 19, with graduation in mid-January. He said it looks like we will have an opportunity to pick up a third volunteer reserve officer in the near future. He is retiring from Oregon State Police, is very experienced, and wants to keep his certification. He said Officer Bubar will be attending the Basic Police Academy starting on Monday, and is also scheduled to graduate in January. Show 'n Shine: Councilor Thistle mentioned that this year they will need a Mayor's pick and a Chief's pick in the upcoming car show. Veterans Stand Down: Joe Turner said the Veterans Stand Down will be held this Saturday from 10 am to 3 pm at the Columbia County Fairgrounds.
