City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, NOVEMBER 2, 2017 CITY HALL COUNCIL CHAMBERS CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Council President Marson called the regular meeting to order at 6:00 p.m. and led the flag salute. COUNCIL MEMBERS PRESENT: Council President Sally Ann Marson Councilor Karli Ebert Councilor Nell Harrison Councilor Gordon Thistle COUNCIL MEMBERS ABSENT: Mayor Cheryl A. Young ALSO PRESENT: Michael McGlothlin, Chief of Police Jeromy Hasenkamp, Police Reserve Officer Micah Rogers, Public Works Superintendent Leahnette Rivers, City Administrator/Recorder ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 PUBLIC HEARINGS: 2.1 Public Hearing: To hear testimony on proposed amendments to the Columbia City Development Code relating to the regulation of marijuana businesses. Public Hearing opened. No input was heard from the public. Public Hearing closed. AGENDA ITEM 3 CITIZEN INPUT: Chief McGlothlin introduced the Department's newest Police Reserve Officer, Jeromy Hasenkamp. He said Officer Hasenkamp has been in law enforcement since 1975, and most recently with Oregon State Police, and he holds an Advanced Law Enforcement Certificate from the State of Oregon Department of Public Safety Standards and Training and numerous instructor certifications. He said Officer Hasenkamp recently retired from Oregon State Police, and owns his own business, but he is still interested in serving as a law enforcement officer and retaining his certifications. He said Officer Hasenkamp will be 2 - Regular City Council Meeting November 2, 2017 working 30 hours per month for our Department. Chief McGlothlin said Officer Hasenkamp was sworn in earlier this month, and he is a valuable addition to our Department. Officer Hasenkamp said he is pleased to join the Department and is thankful for the opportunity. He said his past experience includes serving as a detective for the State Police in the major crimes and drug enforcement section and serving for about ten years on the SWAT Team. He said in his private business, he trains nationally in use of force topics. AGENDA ITEM 4 COUNCIL REPORTS: 4.1 Parks Committee: Leahnette reported that the first Trail System Planning Meeting with the National Park Service and other project stakeholders will be held on Monday, November 6 at 10 am. Nell said the St. Helens Garden Club completed some maintenance work in the Veterans Park last week. 4.2 Water and Sewer Committee: Leahnette said we have several projects underway. She said the City Engineer is currently preparing engineering proposals for two large projects - the Water Improvements Project involving reservoir and water main improvements, and the Sewer Improvements Project involving septic tank abandonment and line sewer main upsizing. She said we are also getting ready to bid the Source Protection Project which consists of storm system improvements along on Third Street. Micah said the structural engineer was recently out to take a look at the steel water storage reservoirs in preparation for the seismic improvement project. Micah said he was recently in touch with ODOT representatives in preparation for installing new "Source Water Protection Area" signage along Highway 30. Micah said an electrical engineer was recently out to further assess a continuing problem at the K Street lift station. He said at times the K Street pump station cannot pump into the force main due to pumping activity from the RCE lift station pumps. 4.3 Street Committee: No report. 4.4 Audit Committee: Secretary Harrison said the Committee will meet in mid- November. 4.5 Hazard Mitigation Planning Group: Member Ebert said the Group will meet again in November to begin discuss reviewing and updating the Hazard Mitigation Plan. 4.6 Other Reports: Leahnette announced that we are finished with all of the Phase I work on the Community Hall, and the project has passed final inspection by the building inspectors. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Activities report from the City Administrator. 5.2 Letter of support for DAR 2018 Columbia County Cultural Coalition Grant Application for the Caples House Rennovation Project. 5.3 Application for Structure in Unimproved Right-of-Way Permit for 1855 Fifth Street; Pamela Pastore, applicant. It was the consensus of the Council that Items 5.2 and 5.3 be added to the Consent Agenda. MOVED (EBERT), SECONDED (THISTLE) AND CARRIED UNANIMOUSLY BY ROLL CALL VOTE TO APPROVE THE CONSENT AGENDA AS AMENDED. 3 - Regular City Council Meeting November 2, 2017 AGENDA ITEM 6 UNFINISHED BUSINESS: 6.1 First reading of Council Bill No. 17-827: An Ordinance of the City of Columbia City relating to business license regulations for marijuana facilities. The Council completed the first reading of Council Bill No. 17-827. AGENDA ITEM 7 NEW BUSINESS: 7.1 First reading of Council Bill No. 17-831: An Ordinance amending Ordinance No. 03-586-O, the Columbia City Development Code. The Council completed the first reading of Council Bill No. 17-831. AGENDA ITEM 8 OTHER BUSINESS: Utility tractor purchase: The Council reviewed quotes for a utility tractor as follows: John Deere $26,350.00 Kubota $27,378.58 Micah said the Public Works Department is recommending the purchase of the John Deere in the amount of $26,350.00. MOVED (THISTLE), SECONDED (HARRISON) AND CARRIED UNANIMOUSLY TO APPROVE THE PURCHASE OF THE JOHN DEERE UTILITY TRACTOR FOR $26,350.00. Police Department report: Chief McGlothlin said Officer Bubar continues to do well at the Police Academy, and Steven Bubar is doing well in the Reserve Academy. He said Halloween went well and was a lot of fun.
