The City of Columbia City In Columbia County on the Columbia River STREET COMMITTEE MINUTES FEBRUARY 9, 2022 MEETING City Hall, 1840 Second Street, Columbia City 6:30 p.m. Attendees: Gordon Thistle, Council Committee Member & Chair David Jensen, Committee Member Jeff Peterson, Committee Member Micah Rogers, Public Works Superintendent Mike McGlothlin, City Administrator Chair Thistle called the meeting to order at 6:30 p.m. Five-Year Capital Improvement Plan: Members reviewed the current list of streets projects contained in the Five-Year Capital Improvement Plan (CIP). The City Administrator also informed the committee that due to the “final rule” for the American Rescue Plan Act (ARPA) of 2021 loosening restrictions specific to revenue replacement for small municipalities receiving funding under the act; efforts would focus on the planning and financing of the Pavement Restoration Project for C, H, and Calvin Streets as well as the E Street Improvements from Sixth Street to Highway 30. It was the consensus of the Committee to not shift any projects within the CIP until further information was gathered regarding the scope of work and financial estimates for the two projects. Based upon the results of financial estimates these identified projects may need to be divided further as individual projects and scheduled accordingly within the CIP. Discussion also took place about identifying City streets that needed to be added to the CIP so that they could be repaired/improved. First Street, from K Street to E Street, Second Place, from I Street to L Street, and the graveled area of Third Street near L Street were discussed as possible additions to the CIP. The committee reached consensus that these additional identified areas will be scheduled accordingly based on the analysis of the C, H, and Calvin Streets and the E Street projects. Additionally, the committee solidified plans to meet again in July of 2022 to develop the process for surveying the city’s street to update the 2017 streets inventory. Other Business: Public Works Superintendent Micah Rogers also briefed the committee on the following efforts that his department was working on specific to city streets: 1. Street crack sealing is scheduled for the east side of the city in the spring of 2022. 2. An inventory of street signs that need to be replaced is currently being conducted. 3. Additional thermoplastic work in the city, for areas needing specific improvements, is currently being planned. 4. Maintenance operations for ditch and culvert areas within the city’s stormwater system are also in the planning stage.
