City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY December 15, 2022 – 6:30 PM COLUMBIA CITY CITY HALL – 1840 SECOND STREET CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Casey Wheeler called the Regular Meeting to order at 6:30 pm. COUNCIL MEMBERS PRESENT: Mayor Casey Wheeler Councilor Gordon Thistle Councilor Sue Ziglinski Councilor Katrina Claridge Councilor Jeff Reinan COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Mike McGlothlin, City Administrator/Recorder Micah Rogers, Public Works Superintendent ATTORNEY PRESENT: No. A quorum was present and due notice had been published. AGENDA ITEM 2 CITIZEN INPUT: None. AGENDA ITEM 3 COUNCIL REPORTS: 3.1 Minutes of the November 29, 2022 Parks Committee Meeting, chaired by Councilor Katrina Claridge. WRITTEN MINUTES WERE SUBMITTED FOR THE NOVEMBER 29, 2022 PARKS COMMITTEE MEETING. AGENDA ITEM 4 STAFF REPORTS: None. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 34063 through 34111 during the month of November 2022. 5.2 Expense v. Budget Report for the period ending November 30, 2022. 5.3 Re-Appointment of Nell Harrison and Rebecca Pickering to the Audit Committee. 5.4 Re-Appointment of Barbara Gordon, Charles Ramsdell, and Rebecca Pickering to the Budget Committee. COUNCIL APPROVED THE CONSENT AGENDA BY UNANIMOUS ROLL CALL VOTE. AGENDA ITEM 6 UNFINISHED BUSINESS: None. 2 Regular City Council Meeting December 15, 2022 AGENDA ITEM 7 NEW BUSINESS: 7.1 Review, discussion, and consideration for approval of the Columbia City/Columbia River Public Utility District (CRPUD) LED Streetlight Conversion Project. MOVED (CLARIDGE), SECONDED (THISTLE) AND VOTED UNANIMOUSLY TO APPROVE THE PROJECT REQUEST AS SUBMITTED. 7.2 Council Bill 22-956: A Resolution Authorizing a Transfer of Appropriations within the General and Water Funds During the Fiscal Year Beginning July 1, 2022. MOVED (ZIGLINSKI), SECONDED (REINAN), AND VOTED UNANIMOUSLY TO APPROVE COUNCIL BILL 22-956. 7.3 Review, discussion, and consideration for approval of a letter of support for the Columbia City Community Library, as submitted by the Friends of Columbia City Community Library Board. MOVED (CLARIDGE), SECONDED (THISTLE), AND VOTED UNANIMOUSLY TO APPROVE THE REQUEST FOR THE LETTER OF SUPPORT. AGENDA ITEM 8 OTHER BUSINESS: The City Administrator discussed the following items with Council: 1. Comcast/City of Columbia City Fiber Upgrade Project. The City Administrator was approached by Comcast personnel about the opportunity for the City Hall building to receive free/no cost fiber upgrades so that infrastructure improvements for broadband services could be built out within the community. After discussion the City Council approved moving forward with this project with Councilor Thistle making the supporting motion, Councilor Reinan seconding the motion, and the City Council voting unanimously for its approval. 2. The City Administrator thanked outgoing Mayor Casey Wheeler for his service and support to the City, not only as Mayor during the last four years, but also with his service as a previous City Councilor as well as the various committees that he served on during his tenure. 3. Septic Tank and Sewerline Project Update. The bidding process was just completed and the City is now working with DEQ and the State Clean Water Revolving Fund on final contract documents in order to prepare the resolution for City Council’s approval to award the contract. Both this project and the appointment of Mark Gordon as the next Municipal Court Judge will likely take place at a special meeting prior to the January 19, 2023 Regular City Council meeting. 4. The City’s 14th annual Shop with a Cop Program is scheduled for this Saturday, 12/17/22, at 9:00 am in the St. Helens Walmart. 15 children have confirmed so far with the possibility of having 24 children this year to sponsor. We would like to thank Walmart for their continued corporate sponsorship, as well as The Grinch and the many Columbia City residents who have supported this program through their generous donations.
