City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY January 19, 2023 – 6:30 PM COLUMBIA CITY CITY HALL – 1840 SECOND STREET CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Council President Gordon Thistle called the Regular Meeting to order at 6:30 pm. COUNCIL MEMBERS PRESENT: Mayor Sue Ziglinski Council President Gordon Thistle Councilor Katrina Claridge Councilor Rob Forman Councilor Jeff Reinan COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Mike McGlothlin, City Administrator/Recorder Micah Rogers, Public Works Superintendent Gerald Bartolomucci, Police Operations Sergeant Kim Karber, Office Supervisor/Finance Clerk Mark Gordon, Municipal Court Judge ATTORNEY PRESENT: No. A quorum was present and due notice had been published. AGENDA ITEM 2 CITIZEN INPUT: None. AGENDA ITEM 3 COUNCIL REPORTS: None. AGENDA ITEM 4 STAFF REPORTS: 4.1 Activity Reports from the Police Operations Sergeant for October, November and December of 2022. POLICE OPERATIONS SERGEANT GERALD BARTOLOMUCCI SUBMITTED WRITTEN ACTIVITY REPORTS FOR THE ABOVE OPERATIONAL TIME PERIODS. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 34112 through 34161 during the month of December 2022. 5.2 Expense v. Budget Report for the period ending December 31, 2022. 5.3 Re-Appointment of Barbara Gordon and Coralee Aho to the Planning Commission. 5.4 Minutes of the September 15, 2022 Regular City Council Meeting. 5.5 Minutes of the October 20, 2022 Regular City Council Meeting. 2 Regular City Council Meeting January 19, 2023 5.6 Minutes of the November 17, 2022 Regular City Council Meeting. 5.7 Minutes of the December 15, 2022 Regular City Council Meeting. 5.8 Minutes of the January 11, 2023 Special City Council Meeting. 5.9 Reappointment of Michael McGlothlin as Budget Officer. 5.10 Status Report to Council from the City Administrator regarding City Council Policy Goals and Objectives for 2022-23. COUNCIL APPROVED THE CONSENT AGENDA BY UNANIMOUS ROLL CALL VOTE. AGENDA ITEM 6 UNFINISHED BUSINESS: None. AGENDA ITEM 7 NEW BUSINESS: 7.1 Inauguration of Sue Ziglinski as Mayor of the City of Columbia City, Oregon. MAYOR ZIGLINSKI WAS DULY INAUGURATED AND SWORN INTO OFFICE AS MAYOR. 7.2 Inauguration of Rob Forman as Councilor of the City of Columbia City, Oregon. COUNCILOR FORMAN WAS DULY INAUGURATED AND SWORN INTO OFFICE AS CITY COUNCILOR. 7.3 Election of City Council President. MAYOR ZIGLINSKI NOMINATED COUNCILOR THISTLE FOR THE POSITION OF CITY COUNCIL PRESIDENT. COUNCILOR CLARIDGE NOMINATED HERSELF FOR THE POSITION OF CITY COUNCIL PRESIDENT. NO FURTHER NOMINATIONS WERE TENDERED. A ROLL CALL VOTE ENSUED WHERE MAYOR ZIGLINSKI, COUNCILOR FORMAN AND COUNCILOR REINAN VOTED FOR COUNCILOR THISTLE TO SERVE AS CITY COUNCIL PRESIDENT, WITH COUNCILOR CLARIDGE VOTING FOR HERSELF FOR THE POSITION. WITH THE MAJORITY VOTE, COUNCILOR THISTLE WAS ELECTED TO THE POSITION OF CITY COUNCIL PRESIDENT. 7.4 Swearing in of Municipal Court Judge Mark A Gordon. MARK A. GORDON WAS DULY SWORN INTO THE APPOINTED POSITION OF MUNICIPAL COURT JUDGE FOR THE CITY OF COLUMBIA CITY, OREGON. 7.5 Council Bill 23-958: A Resolution Authorizing a Transfer of Appropriations within the General, Water and Sewer Funds During the Fiscal Year Beginning July 1, 2022. MOVED (THISTLE), SECONDED (REINAN), AND VOTED UNANIMOUSLY TO APPROVE COUNCIL BILL 23-958. 7.6 Council Bill 23-959: A Resolution Amending the Rental Agreement, Rules, Regulations and Rates for the Columbia City Community Hall; as Adopted by Resolution No. 21-1276-R. MOVED (REINAN), SECONDED (FORMAN), AND VOTED UNANIMOUSLY TO APPROVE COUNCIL BILL 23-959. AGENDA ITEM 8 OTHER BUSINESS: The City Administrator discussed the following items with Council: 3 Regular City Council Meeting January 19, 2023 1. For members of the City Council not familiar with the Paid Leave Oregon Program, the City Administrator and Office Supervisor/Finance Clerk Kim Karber explained the provisions and employee/employer contributory obligations of the program. After discussion the City Administrator recommended to Council that the City waive, as a designated “small employer”, paying it’s contribution rate into the program and instead cover the employee contribution rate. The City Administrator said that the City was in the financial position to do so, given the qualifying waiver of the employer rate, and that if the recommendation was approved by the City Council he would have the appropriate resolution presented at the February 16, 2023 Regular City Council meeting for their official approval. Moved (Reinan), seconded (Claridge), and voted unanimously to approve the City Administrator’s recommendation. 2. Historically, Columbia City has held the inauguration of newly elected officials at the first City Council meeting in January, post election. With the City Council now having a sole meeting on the third Thursday of each month, the City Administrator asked City Council if they would be interested in holding a separate inauguration ceremony, prior to the first City Council meeting in January, in order to conduct this activity. After discussion, and by consensus of the City Council, it was decided to do so with the timeframe for this ceremony to be coordinated as needed. AGENDA ITEM 9 ADJOURNMENT: 9.1 There being no further business to come before the Council, the meeting adjourned at 6:59 pm.
