City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY May 18, 2023 – 6:00 PM COLUMBIA CITY CITY HALL – 1840 SECOND STREET CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Mayor Susan Ziglinski called the Regular Meeting to order at 6:00 pm. COUNCIL MEMBERS PRESENT: Mayor Susan Ziglinski Council President Gordon Thistle Councilor Katrina Claridge Councilor Rob Forman COUNCIL MEMBERS ABSENT: Councilor Jeff Reinan ALSO PRESENT: Mike McGlothlin, City Administrator/Recorder Micah Rogers, Public Works Superintendent Kim Karber, Office Supervisor/Finance Clerk ATTORNEY PRESENT: No. A quorum was present and due notice had been published. AGENDA ITEM 2 CITIZEN INPUT: 2.1 Wendy Wells, of 2010 Ninth Court and the City Celebration Committee, asked if Public Works Superintendent Micah Rogers had contacted the food cart representative for power supply needs during this year’s City Celebration. Superintendent Rogers confirmed that he had done so. No other citizens provided input during this portion of the meeting. AGENDA ITEM 3 COUNCIL REPORTS: None. AGENDA ITEM 4 STAFF REPORTS: 4.1 Activity Reports from the Police Operations Sergeant for April & May, 2023. POLICE OPERATIONS SERGEANT, GERALD BARTOLOMUCCI, SUBMITTED A WRITTEN ACTIVITY REPORT FOR THE NOTED MONTH’S ACTIVITIES. AGENDA ITEM 5 CONSENT AGENDA: 5.1 Bills paid with check numbers 34299 hrough 34340 during the month of April 2023. 5.2 Expense v. Budget Report for the period ending April 30, 2023. THE CONSENT AGENDA WAS APPROVED BY ROLE CALL VOTE OF THE CITY COUNCIL. 2 Regular City Council Meeting May 18, 2023 AGENDA ITEM 6 UNFINISHED BUSINESS: None AGENDA ITEM 7 NEW BUSINESS: 7.1 First Reading of Council Bill 23-963: An Ordinance Declaring the City’s Election to Receive State Revenues. THE FIRST READING OF COUNCIL BILL 23-963 WAS CONDUCTED. 7.2 Review, discussion, and acceptance of resignation letter, as submitted by Kelly Niles, for Planning Commission and Hazard Mitigation Planning Group membership. CITY COUNCIL REVIEWED AND ACCEPTED, AFTER THE MOTION WAS MADE (THISTLE), AND SECONDED (CLARIDGE), THE RESIGNATION LETTER AS SUBMITTED BY MR. NILES. THE MOTION WAS PASSED UNANIMOUSLY BY THE CITY COUNCIL. 7.3 Review, discussion, and consideration for approval of a request for additional water leak credit, as submitted by Bert Massey of 375 Metlako Way, #6. THE CITY ADMINISTRATOR REVIEWED THE CIRCUMSTANCES SURROUNDING MR. MASSEY’S REQUEST. COUNCILOR FORMAN SAID THAT WITH ALL AVENUES FOR RELIEF HAVING BEEN GRANTED UNDER THE ORDINANCE, THAT MR. MASSEY SHOULD EXHAUST ALL OTHER AVENUES FOR RELIEF THAT MAY BE AVAILABLE TO HIM. COUNCILOR CLARIDGE RESPONDED THAT SHE AGREED WITH COUNCILOR FORMAN’S POSITION AS WELL. THE CITY ADMINISTRATOR MENTIONED INVOLVING THE COMMUNITY ACTION TEAM (CAT) TO SEE IF THEY COULD ALSO ASSIST MR MASSEY. PUBLIC WORKS SUPERINTENDENT MICAH ROGERS ALSO SAID THAT MORE WATER LEAK INFO MAY SHOW UP IN THE NEXT BILLING CYCLE WHICH WOULD ALSO AFFECT THE AMOUNT OF RELIEF THAT MR. MASSEY WOULD BE REQUESTING. CITY COUNCIL DECIDED TO TABLE THIS REQUEST AT THE TIME OF THIS MEETING, GIVING TIME FOR CAT RESEARCH TO TAKE PLACE AND FOR ANY FINAL WATER LEAK INFO TO CYCLE THROUGH THE UTILITY BILLING SYSTEM. THE CITY ADMINISTRATOR SAID THAT HE WOULD KEEP MR. MASSEY UP TO DATE WITH THE DISCUSSIONS AND PLANS FOR MOVING FORWARD. 7.4 First Reading of Council Bill 23-964: An Ordinance of the City of Columbia City, Oregon Prohibiting Camping at Certain Public Properties; Amending Ordinance No. 516, section 49 (Lodging). THE FIRST READING OF COUNCIL BILL 23-964 WAS CONDUCTED. 7.5 Council Bill 23-965: A Resolution Authorizing a Transfer of Appropriations within the General, Water, and Sewer Funds During the Fiscal Year Beginning July 1, 2022. MOVED (THISTLE), SECONDED (CLARIDGE) AND VOTED UNANIMOUSLY TO APPROVE COUNCIL BILL 23-965. 7.6 Review, discussion, and consideration for approval of a Request for Solid Waste and Recycling Adjustment, as submitted by Josh Brown of Hudson Garbage Service. MOVED (THISTLE), SECONDED (FORMAN), AND VOTED UNANIMOUSLY TO APPROVE THE REQUEST AS SUBMITTED BY JOSH BROWN OF HUDSON GARBAGE SERVICE. 3 Regular City Council Meeting May 18, 2023 AGENDA ITEM 8 OTHER BUSINESS: 8.1 The City Administrator spoke with the City Council regarding the following “Other Business” topics: a. The City Administrator reviewed the status of the proposed fire station survey results received to date and noted that the survey ends on 05/19/2023. Final tabulation will be compiled once the survey is complete and the City Council and community will be advised of its results. b. With staff involvement and support, the City Administrator proposed a streamlined process for gaining council member approval for weed abatements within the City. This would involve emailing councilors directly as the issues arose, in order to gain a quicker consensus for those lots that need abating. This process would still follow the provisions of the ordinance regulating noxious weeds, just making the process more timely. c. The proposed FY 2023-24 budget will be released for review to the Budget Committee and City Council on 05/19/2023. Hard copies will be ready for pick up at City Hall so that all involved can start their review prior to the Budget Committee meeting on 05/25/2023.
