City Council Meeting Minutes ___________________________________________________________________________________________ THURSDAY, AUGUST 15, 2024 – 6:00 PM COLUMBIA CITY, CITY HALL – 1840 SECOND STREET CITY OF COLUMBIA CITY, COLUMBIA COUNTY, OREGON AGENDA ITEM 1 CALL TO ORDER/ROLL CALL: CONVENED: Council President Rob Forman called the Regular Meeting to order at 6:00 pm. COUNCIL MEMBERS PRESENT: Council President Rob Forman Councilor Gordon Thistle Councilor Connie Quick COUNCIL MEMBERS ABSENT: Mayor Katrina Claridge Councilor Jeff Reinan ALSO PRESENT: Kim Karber, City Administrator/Recorder Jerry Bartolomucci, Chief of Police Micah Rogers, Public Works Superintendent ATTORNEY PRESENT: None A quorum was present and due notice had been published. AGENDA ITEM 2 CITIZEN INPUT: None. AGENDA ITEM 3 COUNCIL REPORTS: 3.1 Audit Committee: No report. 3.2 Hazard Committee: No report. 3.3 Parks Committee: Kim reported the committee has decided to visit and discuss each park through the next several meetings. They’ll be looking at what each park has and what they need/could use. 3.4 Streets Committee: Micah reported the Small City Allotment grant has been completed and submitted. 3.5 Water & Sewer Committee: No report. AGENDA ITEM 4 CONSENT AGENDA: 4.1 Bills paid with check numbers 35023 through 35076 during the month of July 2024. 4.2 Expense vs Budget Report for the month ending July 2024. 4.3 Combined balance sheet for the month ending July 2024. 4.4 Minutes of the July 18, 2024, Regular City Council Meeting. 4.5 Correction to Minutes of the June 26, 2024, Special City Council Meeting, Council Bill 24-986;24-1317-R should be 24-986; 24-1318-R. 4.6 Activity Report from the Chief of Police for the month of July 2024. 2 Regular City Council Meeting August 15, 2024 4.7 Activity Report from the Public Works Superintendent for the month of July 2024. 4.8 Activity Report from the City Administrator for the month of July 2024. 4.9 Minutes of the July 2024, Hazard Mitigation Planning Group Meeting. THE COUNCIL APPROVED THE CONSENT AGENDA BY UNANIMOUS ROLL CALL VOTE. AGENDA ITEM 5 UNFINISHED BUSINESS: None. AGENDA ITEM 6 NEW BUSINESS: 6.1 Review and approval of the plan of action for the Oregon audit division. MOVED (THISTLE), SECONDED (QUICK), AND CARRIED UNAMINOUSLY TO ACCEPT THE THE PLAN OF ACTION FOR THE OREGON AUDIT DIVISION. 6.2 Council Bill No. 24-989; Resolution 24-1321-R: A Resolution authorizing and approving an amended Clean Water State Revolving Fund Loan Agreement between the State of Oregon acting by and through its Department of Environmental Quality and the City of Columbia City, Oregon; amending Resolution No. 24-1309-R. MOVED (QUICK), SECONDED (THISTLE), AND CARRIED UNAMINOUSLY TO ADOPT COUNCIL BILL NO 24-989. 6.3 Council Bill No. 24-990; Resolution 24-1322-R : A Resolution adopting a Proclamation request policy for the City of Columbia City. MOVED (THISTLE), SECONDED (QUICK), AND CARRIED UNAMINOUSLY TO ADOPT COUNCIL BILL NO 24-990. 6.4 The Council will hold an Executive Session to review and evaluate the employment-related performance of the City Administrator pursuant to ORS 192.660 (2)(i). COUNCIL WENT INTO EXECUTIVE SESSION AT 6:17 AND RETURNED TO REGULAR SESSION AT 6:40. MOVED (QUICK), SECONDED (THISTLE), AND CARRIED UNAMINOUSLY TO APPROVE A 3% WAGE INCREASE FOR THE CITY ADMINISTRATOR. AGENDA ITEM 7 OTHER BUSINESS: 7.1 Work on City Hall and Community Hall. Work is continuing on both buildings and so far no major issues have been found. 7.2 Lignetics Meeting. There is going to be a Community Meeting August 27th at 6 pm. Lignetics will give an update regarding upgrades. 7.3 City/County Quarterly Dinner. A save the date has gone out for the next City/County dinner. It will be held on October 22nd at 6 pm in Scappoose. Let Kim know if you are able to attend so she can send one email letting them know how many will attend. 3 Regular City Council Meeting August 15, 2024 7.4 Pixie Park. Kim has touched base with D.A.R. and they will get the deed paperwork over as soon as it is finalized.
