H. “Skip” Henderson, III, City Manager Isaiah Hugley, Deputy City Managers Lisa Goodwin and Pamela Hodge, City Attorney Clifton Fay, Assistant City Attorney Lucy Sheftall, Finance Director Angelica Alexander, Clerk of Council Sandra T. ABSENT: Councilors Tyson Begly and Bruce Huff were absent. ________________________________________________________________________________ CALL TO ORDER - Chairperson Judy W. Thomas, Presiding Officer called the meeting to order at 2:19 p.m. AGENDA PRESENTATIONS: Budget Review ADD/DELETE List: Delete the correction to Pay Grade Per Evergreen Recommendation by adjusting 2 appraisal Tech from G113 to G115 and two (2) Senior Appraisal Tech G114 to G116 that was not added by a committee member (Councilor Thomas requested the deletion.) 1. Response to Referrals from 05-07-24 Budget Review Session No Action Taken Budget Review ADD/DELETE List: Add List: Increase the number of days that the Juvenile Court Judges perform their duties from three (3) days to four (4) days ending on December 31, 2024 and beginning January 1, 2025 increase to five (5) days. (Finance Director Alexander would provide the total amount at the next Budget Review Committee Meeting on May 21, 2024.) (Councilor Thomas placed on the Add List.) 2. Parks and Recreation – Holli Browder, Parks & Recreation Director No Action Taken ________________________________________________________________________________ NOTE: Councilor Cogle left the meeting at approximately 3:00 p.m. ________________________________________________________________________________ Budget Review ADD/DELETE List: Add List: Increase the base salary of the full-time Veterinarian to $125,000 with benefits (Finance Director Alexander provided the salary for the Veterinarian is $96,000. With a base salary of $125,000 to include benefits would be $150,375) (Councilor Davis placed the $150,375 on the Add List.) Add $275,000 for the Fee Based Program /Spay / Neuter Service (Councilor Davis presented on behalf of Councilor Garrett to place on the Add List.) Add $107,715 to increase Veterinary Services for Medication, Microchipping, Medical Supplies, etc. (Councilor Davis placed on the Add List.) Add three (3) Fleet Maintenance Technicians for $150,000 (Finance Director Alexander provided that one (1) Technician with benefits is $52,136 x 3 positions = $156,408) (Councilor Davis placed the $156,408 on the Add List.) 3. Public Works – Drale Short, Public Works Director ________________________________________________________________________________ NOTE: Mayor Henderson left the meeting at 3:19 p.m. and Councilor Garrett left the committee meeting at approximately 3:41 p.m. ________________________________________________________________________________ Budget Review ADD/DELETE List: Add to the salary of the Fire & EMS Chief the amount to equal the $170,987 salary of the Police Chief and Sheriff (Councilor Thomas placed on the Add List) Page 2 of 3 With there being no further business to bring before the committee, Chairperson Councilor Thomas declared the meeting adjourned with Councilors Cogle and Garrett having left the meeting and Councilors Begly and Huff being absent from the meeting with the time being 4:21 p.m. Page 3 of 3
