COLUMBUS COMMON COUNCIL - COMMITTEE OF THE WHOLE SPECIAL MEETING – OCTOBER 30, 2018 – 6:00 PM COLUMBUS CITY HALL MINUTES 1. Roll Call: Present: Mayor Thom, Clark, Millar, Reid, Theilen, Thom, Traxler; City Administrator Vander Sanden, Finance Director Manley, Interim City Clerk Goebel, Lt Weiner, Recreation Director Meyers, Senior Center Director Lang, DPW employees Schultz, Fredricks, WWTP Operator Nehmer, Library Director Fesmyer. Missing: Hendrickson 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Theilen, second by Millar to approve. Carried voice vote. 4. Council workshop session on proposed 2019 City Budget: Budget Overview and Discussion: CA Vander Sanden high-lighted the budget summary. The City will qualify for the expenditure restraint program, although transportation aids will decrease. Personal Property is now an aid payment with a loss of $15570. Health Care sees a 6.5% increase with an 88/12 split; urging more participants to take advantage of the HSA with increase match. Also proposing increase in buy-out option for employees to migrate to spouse’s plan. Starting Municipal Court for the City of Columbus; requested City’s portion of undesignated funds from ECCJMC. Departments were present to discuss budget proposals. Library and HLPC did not have budget proposals available, will turn in. Short Recess at 8:35 pm. 5. Discussion on 2019 Proposed Capital Projects Budget: several items have been discussed: updating recycling center, Senior Center roof, address storm water run-off and other building repairs at Police Dept, bucket truck from CWL. 6. Discussion on 2019 Proposed Sewer Utility Budget: Discussion regarding collection system maintenance, roof repairs, maintenance on mains – ability to view without having to dig up the roads, phosphorus removal. 7. Action or schedule additional meetings for 2019 City Budget: Next meeting Thursday, November 1, 2018 at 6:30 pm. 8. Adjourn: Motion by Clark, second by Theilen to adjourn at 9:54 pm.
