COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, JULY 23, 2019 – FOLLOWING REGULAR MEETING 1. Roll Call: Present: Council President Traxler; Mayor Thom, Alders Johnson, Reid, Ryan; City Administrator Vander Sanden, City Attorney Johnson, City Clerk Goebel, interested citizens and the media. Excused Gray, Theilen. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Ryan, second by Thom to approve agenda. Carried voice vote. 4. Citizens Comments: None. 5. Department Reports: Reports placed on file: Treasurer's Report – June 2019, Lifestar Report – June 2019, Fire Dept. Report – June 2019, Police Dept. Report – June 2019, DPW Report – June 2019 and 2nd Quarter, Senior Center Report – June 2019 6. Committee Minutes: Reports placed on file: CDA – March 4, 2019, Tourism Commission – 04/24/19, 05/22/19, Plan Commission – 04/18/19, 05/16/19, CWL – 06/13/19, HLPC – 7/11/19, CAAC – 4/10/19, 5/22/19, 6/24/19, Senior Center – 7/11/19 7. Consider purchase of vacuum for pool: Current vacuum is old and would cost $1200 to repair. Forward to next Regular meeting August 6. Council authorized immediate purchase. 8. Appearance by CCEDC to discuss funding request: Cheryl Fahrner, CCEDC, was present to discuss funding request by CCEDC. Return to Committee of the Whole. 9. Request for Partial Reimbursement of Taxes 2017 – Donna Tuttle: Atty Johnson outlined the process, as allowed by state statute, how a request partial reimbursement of previous years taxes. Ms Tuttle did not submit her request in a timely manner and the request was forwarded to next Regular meeting August 6 to deny. 10. Review and consider Resolution #09-19; Reimbursement of Expenditures for 2020 Borrowing(s): Finance Director Manley will make changes to the resolution and resubmit to Committee of Whole. 11. Review and consider Resolution #10-19; Reimbursement of Hwy. 89 Project Expenditures: Finance Director Manley will make changes to the resolution and resubmit to Committee of the Whole. 12. Review and consider Resolution #11-19, Allocate Budgeted Funds to the Street Repair and Maintenance Expenditure Line: Forward to next Regular meeting August 6. 13. Discussion of HLPC Local Landmark Designation of Library Annex and Chapel St Water Tower: Atty Johnson reviewed the process with the Council. Preliminary hearing will be July 29. 14. Review and discuss the placement of a Rotary Club sign on the City Welcome Sign at Meister Park: Discussion where to place the sign. 15. Review Revision of Cemetery Board Policies 16. Reconsider Ordinance #749-19 Repeal and Recreate Sections 2-585 and 2-590 Of the City of Columbus Code of Ordinances – Municipal Court: changes to the ordinance: added section 66-161, change section 2-590, strike "therefore". Forward to next Regular meeting August 6. 17. Update on the Columbus Downtown Beautification Task Force: Schreiber discussed proposed changes/updated to the Downtown Beautification Task Force duties. Return to Committee of the Whole. 18. Set Date for Trick or Treat for 2019: Consensus was Saturday, October 26. Forward to Regular meeting August 6. 19. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss the possible creation of TIF #5: Motion by Johnson, second by Thom to convene to closed session. Roll call vote unanimous. 20. Reconvene to Open Session: Motion by Johnson, second by Ryan to reconvene to open session at 10:04 pm. Roll call vote unanimous. 21. Convene to closed session pursuant to §19.85(1)(c) considering employment, promotion, compensation or performance evaluation data for any public employee over which the governmental body has jurisdiction or exercises responsibility (City Administrator Evaluation process): Motion by Johnson, second by Thom to convene to closed session at 10:05 pm. Roll call vote unanimous. Motion by Ryan, second by Johnson to reconvene to open session at 11:09 pm. Roll call vote unanimous. 22. Adjourn: Motion by Ryan, second by Reid to adjourn at 11:09 pm.
