COLUMBUS COMMON COUNCIL – SPECIAL COMMITTEE OF THE WHOLE MINUTES TUESDAY, DECEMBER 10, 2019 – 6:00 pm COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, Alders Johnson, Reid (arrived at 6:32), Ryan, Thom; Interim City Administrator Berner, City Clerk Goebel. Gray absent. Theilen excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Thom, second by Ryan to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Discuss and consider MOU with Kestrel Ridge to connect to City's storm sewer: City Engineer Lietha had no concerns. Several clarifications needed on MOU – forward to 12/17 Regular meeting with corrections. 6. Discuss and consider Ordinance To Create Sections 18-31 Through 18-36 Of The City Of Columbus Code Of Ordinances Concerning Building Regulations: Johnson reported several typos and requested clarification from City Attorney Johnson. Forward to 12/17 Regular meeting with corrections. 7. Discuss and consider the list of streets from Ruekert Mielke for mill & overlay for inclusion in the bid package for alternates for Hibbard Street reconstruction: City Engineer Lietha presented a list of good candidates for mill and overlay in 2020 at a cost of approximately $215,000. He also presented alternate choices to add or subtract from the list, depending what Council would like to spend. Directed staff to list choices with dollar amounts for a clearer picture. Return to COW meeting. 8. Review and discuss the list of Capital Projects for consideration in the General Obligation Note: Council reviewed the list of items for consideration for potential borrowing. Requested firmer quotes on some of the projects requested. Further discussion needed. DPW Director Navin informed the Council the ditching project in the park by the deer pen was under-estimated by the County by approximately $18,000.
