COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, JANUARY 7, 2020 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Present: Council President Traxler, Alders Gray, Johnson, Reid, Ryan, Theilen, Thom; Interim City Administrator Berner, City Attorney Johnson, City Clerk Goebel, interested citizens, media. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Theilen, second by Ryan to approve the agenda. Carried voice vote. 4. Citizen Comments: Lifestar Ambulance was in attendance to assure the Council that taking on the Villages of Reeseville & Lowell will not have much impact on the service provided to current members of the contract. They approximate 50 calls/year. 5. Department Reports: None. 6. Committee Minutes: placed on file: HLPC Minutes – 12/12/19, 12/19/19, CWL Minutes – 11/14/19 7. Review and discuss Amended Capital Improvement Policy Amendment: Finance Director Manley requested an amendment to the Capital Improvement Policy which recognizes the threshold of assets and how to depreciate assets. Forward to January 21, 2020 Regular meeting and include the current policy with the packet. 8. Review and discuss market revaluation by Associated Appraisal: The original contract with Associated Appraisal offered the option, at some point during the contract period of 2019 - 2022, to perform an interim market update. The determination on when to do the interim market update was left to the Council to decide. The City Council adopted the 2020 budget with funding for the update based on the current assessment ratio of 90.04%. With the additional scope of services, a signature is needed.
