COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES MONDAY, APRIL 6, 2020 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: Meeting was called to order at 7:42 pm by Council Present Traxler. Present: Council President Traxler, Alders Johnson, Reid, Ryan (via teleconference), Theilen (via teleconference), Thom; Interim City Administrator Berner, City Attorney Johnson (via teleconference), City Clerk Goebel, City staff (via teleconference), interested citizens, and the media. Absent: Gray. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Council President Traxler removed #9 from the agenda. Motion by Johnson, second by Ryan to approve amended agenda. Carried voice vote. 4. Citizen Comments o Due to the COVID-19 health crisis, City staff need to minimize attendance at the Council meeting in City Hall per Governor Evers' Directive. Citizens wishing to make public comment at the meeting, please call 312-626-6799 by 6:15 pm. All comments are limited to 3 minutes in length. No public comment. 5. Committee Minutes: Placed on file: HLPC – 3/11/20, Library – 2/27/20 6. Enerpac donation of playground structures for Warner Street park: Amy Jo Meyers, Recreation Director, spoke on behalf of Enerpac, reporting they are looking for the City's blessing to purchase additional playground equipment for the Warner Street park. Forward to April 21 Regular meeting. 7. Consider and discuss site plan for butterfly garden near WWTP: Matt Schreiber, Director of Planning & Development, updated the layout of the proposed butterfly garden. Recommending gravel parking lot with approximately 20 stalls; discuss excess land use; trail/path through and around the garden, naming contest. Return to future COW meeting. 8. Consider and discuss resolution providing for sale of $1,135,000 for Sewerage System Revenue Bonds, Series 2020: Greg Johnson of Ehlers discussed the pre-sale report for the sewer revenue bonds in the amount of $1,135,000 for the sewer plant huber screen upgrades. Ehlers is recommending the City allow Ehlers to negotiate placement of the bonds with Banker's Bank, based on current market conditions. 9. Discuss agreement for temporary accounting services: Removed from council consideration. 10. Motion to adjourn to closed session pursuant to 19.85 (1) (e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus: Motion by Ryan, second by Johnson to convene to closed session. Roll call vote unanimous. Motion by Ryan, second by Thom to reconvene to open session. Carried voice vote. Adjourn: Motion by Traxler, second by Ryan to adjourn at 9:25 pm. Carried voice vote.
