COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, JUNE 2, 2020 – 6:45 PM
COLUMBUS CITY HALL
1. Roll Call: Meeting was called to order at 7:06 pm. Present: Council President Ryan, Alders Gray
(via teleconference), McCabe, Pyfferoen, Reid, Mayor Thom; City Administrator Ellefson, City Clerk
Goebel, City Attorney Johnson (via teleconference), City Staff: Lang, Meyers, Browskowski,
Wallace, Schreiber (via teleconference), Navin (via teleconference), interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Pyfferoen, second by Gray to approve. Carried voice vote.
4. Citizen Comments: None.
5. Committee Minutes: Place on file: Hillside Cemetery – 2/3/20
6. Discuss re-opening plans for the Senior Center, Aquatic Center, Recreation programs: Senior
Center Director Kim Lang hi-lighted the re-opening plans for the Senior Center. Forwarded to June
16 Regular meeting. Aquatic Center Director Amy Jo Meyers & Aquatic Manager Kane
Browskowski hi-lighted plans for the Aquatic Center re-opening. No locker room use, patrons will
not enter/exit through the building, only at the gate; will close every two hours to sanitize, staff will
wear face coverings, only pre-packaged concessions will be sold. Questions regarding who will be
allowed to use the pool: members, residents, school district, radius. Forward to June 16 Regular
meeting. Recreation Director Amy Jo Meyers and Day Camp Manager Michelle Wallace hi-lighted
plans for Recreation Day Camp re-opening. Will be held at the pavilion; no walk-ins will be allowed,
must register to attend; one staffer per 6 kids and they will stay together all day; must bring own
lunch, will provide pre-packaged snacks; will have orientation to explain rules, camper who violate
rules will not be allowed back; will sanitize all items used during the day. Forward to June 16
Regular meeting.
7. Review & discuss District 3 Aldermanic applications: Discussion of the process for candidate
introductions, Q&A. Consensus to allow 10 minute introduction and Q&A per candidate. Council
can asked questions if they wish. Return to June 16 COW and invite candidates to attend.
8. Review & discuss City Tree Removal by K&B Tree & Lawn Care: DPW Director Navin provided
a list of trees needing removal due to disease. Forward to June 16 Regular meeting.
9. Review applications for Alcohol License renewals: Licensing period 07/01/20 - 06/30/21:
Council reviewed applications for alcohol licenses. Several establishments still need inspections.
Discussion regarding one applicant's delinquent utility and personal property tax issues. Directed
staff to send a letter to this applicant. Forward to June 16 Regular meeting.
10. Review applications for Tobacco Licenses – 7/1/20- 6/30/21: Forward to June 16 Regular
meeting.
11. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public
properties, the investment of public funds, or conducting other public business, whenever
competitive or bargaining reasons require a closed session, specifically to discuss potential
developments in the City of Columbus: Motion by Pyfferoen, second by McCabe to adjourn to
closed session at 9:38 pm. Roll call vote unanimous.
12. Reconvene to open session: Motion by Thom, second by Pyfferoen to reconvene to open
session at 10:04 pm. Carried voice vote.
13. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be adopted
by the body with respect to litigation in which it is or is likely to become involved: Motion by
Pyfferoen, second by Gray to convene to closed session at 10:05 pm. Roll call vote unanimous.
14. Reconvene to open session: Motion by Pyfferoen, second by Thom to reconvene to open session
at 10:53 pm. Carried voice vote.
Adjourn: Motion by Thom, second by Pyfferoen to adjourn at 10:53 pm. Carried voice vote.
