COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, JUNE 16, 2020 – 6:45 PM – COLUMBUS CITY HALL 1. Roll Call: The meeting was called to order at 7:54 by Council President Ryan. Present: Council President Ryan, Alders: Gray (via teleconference), McCabe, Ryfferoen, Reid, Thom; City Administrator Ellefson, City Clerk Goebel, various City staff present and via teleconference; candidates for Alder 3 Vacancy: William Penterman, Eric Lukasavitz, Peter Adams, JD Milburn. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by McCabe to approve agenda. Carried voice vote. 4. Citizen Comments: None. 5. Department Reports: placed on file: Police, DPW, Treasurer, Fire Dept. Reports for May 2020, Media Coordinator Report – April and May, 2020 6. Committee Minutes: placed on file: Cable Commission – 3/4/2020 5. Discussion with District 3 Aldermanic applicants: The applicants, William Penterman, Eric Lukasavitz, Peter Adams, JD Milburn introduced themselves and answered questions from the Council. Forward to July 7 Regular meeting for nominations. 7. Review & consider acceptance of donation to Police Dept from Countryside Ford: Approved acceptance of the donation; to be used for work with the community. Forward to July 7 Regular meeting. 8. Review & consider Class A Liquor License application for Landmark Services Cooperative (Cenex Convenience Store): Landmark Services Cooperative has applied for a Class A Liquor license. Forward to July 7 Regular meeting. 9. Review & consider Plan Commission recommendation for home occupation at 556 Waterloo Street: This item was referred the Committee of the Whole for clarification. The owners of the property will allow up to 5 guns on the location during the purchase transition; Council added additional stipulation that no signs advertise the home occupation. Forward to July 7 Regular meeting. 10. Review & discuss Task Order #2020-07 from Ruekert & Mielke, Inc for GIS Services: Forward to July 7 Regular meeting. Cost is $1500. 11. Delegated Municipal Authority for Building Inspection: Approve General Engineering as municipal authority for building inspections. Forward to July 7 Regular meeting. 12. Review & consider site plan for Butterfly Trails Volunteer Park: Additional information from the DNR about the grasses and flowers to be planted at the Butterfly Park. Forward to July 7 Regular meeting. 13. Convene to closed session per § 19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Motion by Pyfferoen, second by Thom to convene to closed session at 9:24 pm. Roll call vote unanimous. 14. Reconvene to open session: Motion by Pyfferoen, second by Thom to reconvene to open session at 10:01 pm. Carried voice vote.
