COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES TUESDAY, AUGUST 4, 2020 – 6:45 PM COLUMBUS CITY HALL 1. Roll Call: The meeting was called to order at 7:07 pm by Council President Ryan. Present: Council President Ryan, Alders Adams, Gray (via Zoom), Pyfferoen, Reid, Thom; City Administrator Ellefson, City Attorney Johnson, City Clerk Goebel, City Engineer Lietha, DPW Director Navin (via Zoom), John Nehmer, Joe Hammer, Michelle Kaltenberg (via Zoom), interested citizens. McCabe excused. 2. Notice of Open Meeting: Noted as posted. 3. Approve Agenda: Motion by Pyfferoen, second by Adams to approve agenda. Carried voice vote. 4. Citizen Comments: Pool Director Meyers & Pool Manger Browskowski informed the Council the Aquatic Center will be closing August 16. Meyers will get contractors in for some repairs. 5. Review & discuss 2020 Crack Seal Bid Recommendations: Low bid $6480 from Thunder Road LLC. Forward to August 18 Regular meeting. 7. Review & discuss 2020 Slurry Seal Bid Recommendations: Low bid $52090 from Fahrner Asphalt Sealers. Forward to August 18 Regular meeting. 8. Review & discuss Hibbard Street Reconstruction Project Change Order #1: No dollar amount, only change to start & end dates. Forward to August 18 Regular meeting. 9. Review & discuss WWTP Influent Screen Replacement Change Order #1: Amount $2664.00. Forward to August 18 Regular meeting. 10. Review & discuss Water Utility - Customer Lead Service Line Replacement Ordinance: Obtained a grant to help offset the cost of the private side of the lead line replacement. Forward to August 18 Regular meeting. 11. Review & discuss Donation from American Packaging Corp: Accept donation for crosswalk signage on APC Way. Forward to August 18 Regular meeting. 12. Review & discuss CHLPC Pavilion Painting Contract: Changes to colors requires changes to contract. Council requested a Change Order for the contract. Forward to August 18 Regular meeting. 13. Review & discuss Address changes for Scout Cabin, Rest Haven in Fireman's Park: Forward to August 18 Regular meeting. 14. Review & discuss Google Voice Options: After reviewing options and costs, consensus was to use monthly stipend for additional phone and phone plan, or enlist a google number individually. 15. Review draft RFP for statue receiver: Forward to August 18 Regular meeting. 16. Convene to closed session per §19.85(1)(e) deliberating or negotiating the purchase of public properties, the investment of public funds, or conducting other public business, whenever competitive or bargaining reasons require a closed session, specifically to discuss potential developments in the City of Columbus: Motion by Pyfferoen, second by Adams to convene to closed session at 8:45 pm. Roll call vote unanimous. 17. Reconvene to open session: Motion by Pyfferoen, second by Adams to reconvene to open session at 9:14 pm. Carried voice vote. 18.
