COLUMBUS COMMON COUNCIL – COMMITTEE OF THE WHOLE MINUTES
TUESDAY, AUGUST 18, 2020 – 7:23 PM
COLUMBUS CITY HALL
1. Roll Call: The meeting was called to order at 7:23 pm by Council President Ryan. Present: Council
President Ryan (via Zoom), Alders, Adams, Gray (via Zoom), McCabe, Pyfferoen, Reid, Thom; City
Administrator Ellefson, City Attorney Johnson (via Zoom), City Deputy Clerk Fude, City Engineer Lietha,
DPW Director Navin, John Nehmer (via Zoom), interested citizens.
2. Notice of Open Meeting: Noted as posted.
3. Approve Agenda: Motion by Pyfferoen, second by Adams to approve agenda. Carried voice vote.
4. Citizen Comments: None.
5. Department Reports: placed on file: Police Report – July 2020, DPW Report – July 2020, Fire Dept.
Report – July 2020 Adams commented wanting to keep an eye on the number of overdoses in the
community.
6. Review & discuss Bids for WWTP Influent Pump Replacement: Jason Leitha, City Engineer reviewed 4
bids that were received. Low bid $197,900.00 from August Winter & Sons, Inc. Forward to September
1 Regular meeting.
7. Review & discuss Trick or Treat Date/Time: Saturday, October 31st from 4:00 PM – 7:00 PM. Forward
to September 1 Regular meeting.
8. Review & discuss options for leak detection at the Aquatic Center: Amount not to exceed $5,00.00 to
Neuman Pools, Inc. Forward to September 1 Regular meeting.
9. Review & discuss water attraction repair: Musson Brothers to perform slip lining repairs. Forward to
September 1 Regular meeting.
10. Review & discuss potential CDBG close projects: Matt Schreiber, Director of Planning and
Development reviewed possible projects that could be considered. Place on future COW agenda.
11. Review & discuss recommendation from Plan Commission to approve the Site Plan Ordinance:
Forward to September 1 Regular meeting.
12. Review & discuss preliminary details of a Storm Water Utility: Place on future COW agenda.
13. Consider & take action on recommendation from Plan Commission to approve Conditional Use
Permit for Gates Automotive Group at 250 Commerce Drive: Was presented as Item #10 on Regular
Council agenda.
Adjourn: Motion by Pyfferoen, second by Adams to adjourn at 9:00 pm. Carried voice vote.
